2015 Introduction to Ejection Seat ownership

2015

New rules of FAA Order G as amended by Policy Memo Deviation issued 12/21/2011

2015

Qualify myself No expert, no former military experience, only flew once in an Ejection Seat

2015 All my civilian jet experience is with business jets Limited amount with T-33’s Currently working certification of John Swartz’ F-86A, and FAA AIR- 113 has given me permission to issue the Airworthiness Certificate

2015 Part of the certification process now requires an FAA APPROVED Ejection Seat Training Program for pilots and passengers

2015 Operating Limitations paragraph #36 spells out the requirements for Ejection Seats 1. Aircraft with LIVE seats must have external markings for rescue personnel safety 2. Seats must be maintained per the T.O. 3. Seats need to be rendered SAFE on the ground or during maintenance 4. Pilots and passengers must complete FAA accepted Ejection Seat Training Program

2015 Complying with paragraph #36 is mostly easy 1. External markings should fit easily with military style paint schemes 2.Properly maintaining the seats will require the seat specific T.O., if not included in the aircraft T.O., and CURRENT charges. Additionally the inspection program needs to reference seat T.O. and cartridge lives should be defined, duplicated from T.O.

2015

3. Keeping the seats SAFE on the ground will require pre and post flight published procedures to ensure the pins are it 4. The Training Program is the most challenging task. FAA guidance is only in DRAFT for new chapter in Inspectors Handbook and an Advisory Circular to assist with the “assembly” of the manual.

2015 Advisory Circular has an Appendix template for a manual – FAA looking for uniformity Mr. James Malecha AIR-800 is responsible for the guidance and program approvals He provided me with copies of the DRAFT guidance and I can share with you as long as you understand it is DRAFT only FAA Get out Jail Free card

2015

guidance – 3 procedural phases Phase 1 - Initiation Phase – Started by operator for a new program – Started by operator for revision of existing program – Started by FAA if they feel a revision is required

2015 Phase 2 – Submission Phase Simply getting the documents for either a new program or a revision into the FAA’s hands Phase 3 – Review and Approval Phase “Heart” of the guidance, contains all required elements “Standard” manual control requirements for Table of Contents, List of Effective Pages, etc.

2015 Specifics:  Prerequisites and Limitations, such as minimum pilot license and ratings, allowable heights and weights, medical fitness and physical requirements  Training to be both ACADEMIC and AIRCRAFT SPECIFIC with PRACTICAL DEMONSTRATION using aircraft or seat training mock-up

2015  Needs to have WRITTEN EXAM and SENERIO BASED PRACTICAL EXAM  Training administered by CFI, ground or flight  Can add element to manual to qualify a “company” instructor but must include fundamentals of instruction, etc

2015  Required ACADEMIC topic - all for pilots, some for passengers  Introduction to Ejection Philosophy  Aeromedical factors  Body position  Post Ejection procedures  Operational imitations & ejection envelope  Aircraft specific egress systems

2015  Marking ejection decision  Passenger briefing  Departure and spin consideration  Emergency procedures REQUIRING ejection  Risk Management & Public safety  Emergency ground egress  In flight emergencies, structural failure & High Altitude operations  Canopy separation failure

2015  Incapacitated pilot, control & communications  Landing emergencies  Post ejection communications and survival Each of these items needs to be addressed in your courseware and tested

2015

Aircraft specific curriculum must contain:  Aircraft and seat markings  Ejection seat pre-flight  Ejection seat controls  Ejection sequence, incapacitated pilot  Ejection seat failures  Incapacitation, communications and control  Safety devices

2015  Seat “safeing” procedures, static display consideration  Strap in  Emergency ground egress  Takeoff emergencies  In flight emergencies  Landing emergencies

2015 Advisory Circular Appendix – “canned” manual Contains all required elements “Plug & Play” with your aircraft specific info

2015 Academic and Aircraft Specific curriculum Need to define instructional methods Training aids Courseware Hours required

2015 Aircraft Specific requires segments for: Academic Demonstration Optional segment for company instructor qualification

2015 Final part – Recordkeeping 24 month retention Training folder to include Pilot name Curriculum completed Date of training Name of instructor Copy of tests and checks

2015 Sample included in Appendix “Boilerplate” from Inspectors Handbook Simple efficient format Add aircraft specific material as Appendix or page-by-page Can include reference materials General and aircraft specific

2015

F-86A Program  General topics from industry sources  Aircraft specifics from Air Force T.O.’s  Photos of John’s airplane and seat “Test the waters” for FAA approval

2015 Happy to share FAA DRAFT info Only ask you share your Ejection Seat experiences with me
