All children in schools/EGS/ AIE First Goal of SSA This presentation attempts to Present status of Out of school children in 35 metro cities. Underline challenges in achieving the first goal of SSA. Strategies adopted by states for achieving universal enrollment. The data used in the presentation are from the AWP&B

Who are out of school children? Never Enrolled : Largely live in habitations without schools Drop out : Largely live in habitations with schools Provision under SSA EGS - An effort to provide access to “out of school” children and ensure their regular participation and completion of elementary education. EGS is for habitations without schooling facility within 1 Km of the habitation. AIE – Diversified, flexible and innovative strategies to cater to local specific needs

Financial Provision under SSA EGS Primary – Rs per child per year Upper Primary - Rs2960 per child per year AIE Non Residential Intervention – Rs.3000 per child per year. Residential Intervention – Rs.10,000 per child per year.

Issues Affecting UEE in Urban Areas Large number of deprived, marginalised and vulnerable. Mapping and Identification of UDC. Non availability of schools at demand place within safe zone. Diverse and heterogeneous population. Mobile population – Forced and voluntarily High opportunity cost. Education is on low priority for urban poor Lack of micro level units for planning and implementation.

State’s Initiatives Mapping and Identification StateStrategy Mumbai Conducted city wise Jhat Pat Survey involving several NGO’s and Municipal agencies Delhi Formed Kshetras as micro units for planning and implementation using GIS. Then, conducted detailed H.H survey Banglore Conducted identification and enrolment drives for children of construction workers

State’s Initiatives Coverage of Urban Deprived Children Delhi – RBC, Learning Centres, Mobile schools. Hyderabad – Door step Schools, Child Empowerment Centres, Rescue and Rehabilitation drives. Lucknow – Bridge courses, Support to Madrasas, Convergence with Labour Depart. And Support to NCLP schools. Bhopal – Community Mobilisation through Kala Jathas, Motivational Camps and Door to door campaign in Slums. HDC and Plat form schools. Jharkhand – Evening schools, Night Centres, Residential Centres, Mobile schools, Partnership schools Banglore – Mobile schools and Tent Schools.

State’s Initiatives Coverage of Urban Deprived Children Jaipur – AIE Centres, Stay Homes. Kolkata – Special AIE Centres in residential complexes of urban areas, remedial centres, and CLOPA. Chennai - Bridge courses with active involvement of NGO’S UP – NPGEL for urban slums, incentive of free uniform for girls in slums, orientation of W.C Members, convergence with UNICEF and other VOs.

Monitoring Mechanism Adequate data of out of school children. Status of ‘Access’ at primary and upper primary Monitoring of children- Successful completion of elementary education (1) Directly enrolled in regular schools. Recent initiative at the National Level Innovative scheme of SSA has included urban deprived children into its fold for giving more flexibility and resources to plan for the education of this group. An amount of Lakhs has been sanctioned for the coverage of UDC under innovation.
