Supervisor Creates A Performance Plan for via EmpowHR Refer to Handbook 5-PM
CAUTION! Things users need to know when using the “SAVE DRAFT PLAN” Button in EmpowHR: 1.If you plan to copy the previous plan, you must click the “COPY button BEFORE you ever click the “SAVE DRAFT PLAN” button. After you click the “save draft plan” button, the copy button won’t work 2.Each time you click the “SAVE DRAFT PLAN” button, the “finalized plan” option becomes grayed out and you are not able to access it to finalize the plan. To re-activate the “finalized plan” box you can either: - take an action to insert a new element in the plan, delete an element from the plan, etc. - sign out and sign back in under “existing plan”
In this example, the supervisor Is: creating a new plan for a subordinate Non-supervisor employee using the “Copy Previous Plan” feature. making a change to incorporate the EEO-CR requirement into another critical element rather than having EEO-CR as a separate element. revising some standards adding a new element
Select “internet explorer”
Enter the URL:
Enter your EmpowHR user ID And password and click the “sign in” button.
Select “Manager Self Service”
Select “Tasks”
Select “Performance”
Select “Performance Plan”
Select “New Plan”
Enter the date the appraisal period starts or the date first began supervising this employee and then click the “Add” button. NOTE: For employees Working prior to October 1, the date should be 10/01/2009. For employees hired after October 1, enter their date of employment as the starting date.
1. Review dates for accuracy. Click on the search icon to select the rating scale or you Can type in “H” for 5 tier performance.
Select “H 5 Tier Performance”
Periodically click the SAVE DRAFT PLAN button to save your work because the system will system time out after 22 min of inactivity and loose your work. SAVE DRAFT PLAN button does not route the plan to the “Reviewer”. To route the plan to the Reviewer, click the “finalized plan” box then the “SAVE” button. The system will not let you print the plan until you click The “SAVE” button which sends the plan to the Reviewer. CAUTION: If you plan to copy your previous years plan, be sure to use the “copy previous plan” button BEFORE you use the “save draft plan” button.
NOTE: If you use the “save draft plan” button and exit the plan before completion, you will need to Access it again under “existing plan” when you sign back in (see slide 12). CAUTION: If you use the “save draft plan” button BEFORE you use the “copy previous plan” Button, you will not be able to use the “copy previous plan” button. You’ll have to enter each Element one at a time. If you wish to use the “copy” button on the elements & standards tab, you must do it before use of “save draft plan”.
After clicking the “save draft plan” button, the supervisor will receive a message that the plan is saved in draft form. Click OK
The “COPY PLAN FROM PREVIOUS” button allows the supervisor to copy last year’s plan then enter changes as necessary. If the prior year plan includes the same elements and many of the same standards, it will be more efficient for you to use this feature. We will use the “copy plan from previous” for this example. Click the Elements and Standards tab
To see all of the elements and standard on one screen, click “View All” then review and modify the elements and standards as necessary for the Current FY.
In this example, the separate EEO-CR element for the non-supervisor will be deleted and incorporated into the customer service element. Delete the element: Click on the “-” (minus sign) to delete the element. (The “+” sign adds a blank element) NOTE: All supervisors must have the required EEO-CR element As a separate element in the plan. (for supervisors, do not modify the title Of this element.)
Read the message and click “OK” And the element is deleted.
To incorporate the EEO-CR requirement into another critical element, locate the applicable critical element and insert the following language beneath the element description in the Standards box: “EEO-CR Element Description: Performs all duties in a manner that consistently demonstrates fairness, cooperation, and respect toward coworkers, office visitors, and all others in the performance of official business. Demonstrates an awareness of EO/CR policies and responsibilities of FSA and Departmental goals of valuing a diverse, yet unified workforce”. You may also cut and paste the text from the original EEO-CR element box.
After including the required EEO-CR element description, scroll down to add at least one EEO-CR standard. Leave the “accomplishments” box blank For now.
If you incorporate the EEO-CR requirement into another “critical” Element for the non-supervisor, you must include at least 1 EEO-CR standard.
Review the elements and standards in the plan and Ensure that all required elements and standards Are included in accordance with Handbook 5-PM. Add, delete, and/or revise the Standards in the standard box as Necessary.
If you need to add a new element to the plan, Click the “+” (plus) sign to insert a row. Per Handbook 5-PM, the minimum number of elements allowed in a Plan is 3 and the maximum number allowed is 7.
If the supervisor creates a new plan by selecting the New Plan button (see slide 12) instead of copying an Existing plan using “Copy Plan from Previous”, the elements and standards will be blank For non-supervisor or will automatically include the EEO-CR element for a supervisor. Click the “+” plus button to add space for new elements
To add a new element: click the “+” plus button. When adding a new element to the plan, you must Select the applicable “critical indicator” Click the search icon located next to “pick element” to select the applicable element.
Click on the element that you wish to add to the plan from the available list.
After adding a new element, the default text is added. You must enter at least 3 standards for measuring the element.
When you have completed the employee’s Performance plan, select the “performance plan” Tab.
1.If you are ready to call the plan complete, click in the box next to “finalized plan” 2.Click the “Save” button. This will save the Plan and route it to the Reviewer/your supervisor For concurrence
1. After clicking “SAVE” the system automatically Enters the date finalized 3.Click the “return to employee list” link if you Have other plans to enter. 2. Click the “create printable form” button to print the plan
After Finalizing and Saving The Plan, it Will Flow To your supervisor, the Reviewer, Who Will Receive An Notification.
