A Poll Monitoring System introduced in Valpoi Bye Poll 2010 in stand alone mode. A fully connected PMS was introduced in CCP elections of March 2011.

The system maintains database of the voters with details such as ● Photo, EPIC or non-EPIC Voter(the type of document with which the Non-EPIC voter was identified), Sex, Age group ● Besides this the system maintains ● MISSING voters (shifted with or without family linkages), ● DEAD voters whose names could not be deleted prior to the election, ● BLIND voters, ● SENIOR CITIZENS ● PHYSICALLY HANDICAPPED voters describing nature of the handicap and ● names of those voters who are PRISONERS / DETUNES. This System also facilitates capturing data of ● challenged votes, ● votes not casted under 49(O) and 49(M), ● tendered votes, ● proxy votes and ● companion voter details.

PMS worked with great success on the polling days. The fears of misgiving expressed by Political Parties about the System causing delays and resulting in low voting percentage were belied. On the contrary, this Bye-poll recorded 83% voting which is 4% more than the voting trends of 2007 elections In October 2010 Valpoi Bye Poll elections 14,852 voters finger prints and photographs were captured as against 14,879 who cast their votes as per the EVM. In March 2011 City Corporation of Panaji elections 23,914 voters finger prints and photographs were captured as against 23,968 who cast their votes as per the EVM. The Real time PMS coverage is 99.75% for CCP elections as compared to 99.2% in the Valpoi By-elections The main reason being that the system failed for a couple of minutes and had to be reset by the technical persons.
