Why did they have to wait for the Holy Spirit?

God was NOT reluctant to give them the Holy Spirit

Because God was on a schedule.

The Feasts of Israel are prophetic of God’s timeline.

Surely God will do nothing but he revealeth his secrets unto his servants, the prophets. Amos 3:7 Why Study Prophecy?
