Idaho Regional Interoperable Communications Governance Presented to the Idaho Association of Counties by Commissioner Joe Young, Governance Chair Idaho Statewide Interoperability Executive Council June 2009

Who Local practitioners from Idaho’s current Homeland Security districts form three (3) regional interoperable communications governance councils (RICCs). These councils will partner with the Idaho Emergency Communications Council, Idaho Statewide Interoperability Executive Council, and the Public Safety and Education Communications Governance Council to address interoperable communications policy, resource allocation, operations, maintenance and sustainability.

What The establishment of three regional interoperable communications governance councils to utilize and leverage the working agreements and investments already in place among the Idaho emergency response community and create the same where absent.

When Governance work began January 2009 with Idaho’s attendance at the National Governors Association Governance Academy Governance team meets weekly and are drafting the charter, by-laws, MOUs, SOPs, and resolution for participant review and approval District meetings with the local responder community to begin July 2009 – districts will forward authorized representatives to serve on the regional council Regional governance councils expected to be functional late fall 2009
