No Child Left Behind Title I Newport News Public Schools

NNPS Goal Redirect and maximize use of available No Child Left Behind funds to decrease the disparity gaps among subgroups while improving achievement of all students.

Title I Improving Basic Programs Title I is part of the No Child Left behind legislation. Title I reaches about 12.5 million students enrolled in both public and private schools.

Specific Title I Requirements Coordinate Title I services with the regular instructional program, including assisting transition from preschool programs. Provide instruction by highly qualified teachers. Provide opportunities for professional development. Provide strategies to increase parental involvement.

Title I Improving Basic Programs Purpose: Ensure that all students have fair, equal, and significant opportunity to obtain a high quality education and reach proficiency on State academic assessments. Title I funds must be used in schools with the highest concentrations of students from low-income families.

Supplement Versus Supplant These funds may only supplement not supplant state/local funds. Cannot now use these funds to pay for things formerly paid for from other funds. Must only add to (supplement) or provide new initiatives.

Title I Improving Basic Programs  Based on individual needs assessments at each Title I school, allocation is spent for:  personnel reading teachers math teachers SOL teachers  parent involvement  professional development  instructional materials

Parent Involvement “The participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities.” Parent input required in Title I, Title II, Title III, and Title IV

Local school divisions receiving Title I funds must notify parents at the beginning of each school year that they may request and obtain information from the division about qualifications of staff instructing their children in Title I schools. Teacher Quality and Parent Notification The local school division must ensure that Title I schools give timely notice to parents that their children have been assigned or have been taught for four or more consecutive weeks by a teacher who is not highly qualified. This applies to ALL teachers, not just those who work in Title I programs
