Character in Education Federal Level 2004, No Child Left Behind Act, NCLB, U.S. Department of Education, Title V, Part D, Subpart Three 1993 Character Education Partnership founded State Level Thirty-six states have laws that specifically mandate or encourage character education. Washington State In 1993, RCW 28A , the Basic Education Act required the state of Washington to provide students with the opportunity to become responsible citizens… In 1994, Section 28A was added to the Basic Education Act and considered character education an integral part of public education, but left the responsibility for implementation and assessment to local school boards.
