All Right!!! I’m Back with the Latest and Greatest IBEDS Data Now What?

An Overview – Recommended procedure REMOVE “old” 2007 IBEDS Program from your systems DOWNLOAD entirely new IBEDS files from the web INSTALL (Unzip xxxIBEDS-Oct file) to your system Run your IBEDS reports Verify all data has been entered and all Edits have been “cleared”

Remove your Original 2007 IBEDS from your computer and load updated IBEDS program and files Why? –We’re going to give you a whole new IBEDS program with the data you submitted to SDE October 16, 2006 –The Assignment Codes have now been “crosswalked” to the proper Certificates and Endorsements (fingers crossed – we had 1400 codes to crosswalk) –Enhancements have been added to the IBEDS program –Teacher credentials include those processes by teacher certification through October 23, 2006 (much more recent that you had with the original IBEDS program)

If you need assistance downloading the files from the secure website See the Presentation Entitled “Downloading Updated IBEDS Files/Program”

Check - Have You Cleared All Your Edits? Run “Edit for Assignment/Employment Updates” –Edit Reports Menu –Instructions on Page 66 of the IBEDS Manual – August 2006 Good – Report is “blank” Try Again – Report is not “blank”

Report is not “blank” Correct the Necessary Problems (see page 66) Re-Run –“Edit for Assignment/Employment Updates” Report Good – Report is “blank” Try Again – Report is not “blank”

Have You Ran and Scrutinized the Recommended IBEDS Reports? Personnel Employment Information Report (State Report Menu) District Index Report – Code 10 (Funding Report Menu) District Qualifying Staff & Salary Report - Code 10 (Funding Report Menu) Employment Placement Schedule Report – Code 10 (Funding Report Menu)

Are you happy with the data? Is it for School Year ? If yes – go to next slide If not – Make the necessary corrections –Rerun the “Edit for Assignment/Employment Updates” and clear any edits. –Personnel Employment Information Report (State Report Menu) –District Index Report – Code 10 (Funding Report Menu) –District Qualifying Staff & Salary Report - Code 10 (Funding Report Menu) –Employment Placement Schedule Report – Code 10 (Funding Report Menu)

WHEW!!! Now We’re Ready to Start Checking Certificated Staff’s Credentials… Yes ~ Now Run “Credential Exception Report” See IBEDS Manual – August 2006 page 76

Accreditation Report Menu Select “Credential Exception Report” School Year “2007” Check box “Report all errors for individuals within District/Building 2007

NCLB/State Certificated Staff All Certificated Staff Must be Highly Qualified Criteria Recognized to Meet “Highly Qualified” Requirements –Certificate/Endorsements –HOUSSE prior to July 1, 2006 –Occupational and Physical Therapists – active Idaho License

IBEDS Manual – August 2006 page 76 Follow the instructions

Credential Exception Report Mandatory Sample Report 3 Possible Exceptions –Expired Certificate –No Certificate on File –Wrong Assignment

2 Run Credential Exception Report

Credential Exception Report Exceptions –Expired Certificate –No Certificate on File Don’t panic – the paperwork may still be being processed by Teacher Certification May want to check with the employee that they have applied for credentials Advise entering “qualification” code next to appropriate periods that may not clear once the certificate/endorsements are complete

Credential Exception Report Exceptions –Expired Certificate –No Certificate on File Advise entering “qualification” code next to appropriate periods that may not clear once the certificate/endorsements are complete –(i.e., you know Donald does not have the proper credentials to teach Math, but has completed the HOUSSE in Math before , enter code “1” in the right hand field next to that period taught)

Credential Exception Report Exceptions –Wrong Assignment (those with an “*”) Entering “qualification” code next to appropriate periods that may not clear once the certificate/endorsements are complete –Beuford holds a Valid Idaho Occupational Therapist License –Enter code “2” in the right hand field next to that period with the “ * ”

All Right!!! Now We’re Ready to Start Entering Data in the “Qual” column of the Assignment Record

Assignment Record Qual NEW FIELD 2007

Assignment Record Qual NEW FIELD 2007 Example of Codes 1HOUSSE 2OT License 3PT License

Assignment Record PROCEDURE 2007 Enter Codes only for Those periods that have Been identified as “Wrong Assignment”

3 Check Personnel Records for other means of being “Highly Qualified”

Assignment Record Qual Enter codes to assignment record by period 1 1

~ Remember ~ to “Meet HOUSSE” is not an all encompassing umbrella!!! Each subject matter covering the specific assignment must be met to satisfy HOUSSE requirements Proper documentation must be available in your district/charter records and are subject to audit. HOUSSE only applies to “instructional positions”

Caution ~ HOUSSE only applies to “instructional positions” –Core Subjects much as Math, English, Science, Reading, Language Arts, Social Sciences, History, et. al. –Does not apply to miscellaneous subject such as Advisory Period, Teacher Prep Period, those positions that do not have a specific certificate/endorsement established by the Idaho Professional Standards Commission These positions still require that the individual hold a valid Idaho certificate.

Keep in Mind ~ 2007 is the “base” year to report this data under NCLB Make sure your data is correct Don’t enter “Meet the HOUSSE” unless the individual really has. Don’t inflate your numbers

Remember ~ State and Federal Definitions of Qualified may differ Example – Endorsement 7010 – K-8 For State purposes, this is a valid endorsement that allows teachers to teach most subjects through grade 8 and does not jeopardize state funding For Federal purposes, an individual with only this endorsement must “Meet HOUSSE before ” for the middle-school grades to be reported as highly qualified (statistical data provided with the ultimate goal of all Idaho’s teachers becoming “highly qualified” in the subject matter taught to Idaho Students)

Also HOUSSE does not apply to ~ Pupil Support Positions (32000 series) Teachers Assisting Teachers (31000 series) Media Generalists/Librarians (33001) Administration (40000 series)

Whew!!! That is finished Now What? Run the “Correction of Credential Exception Report” –See IBEDS Manual August 2006 page 78 –Report to be reviewed and signed by the Superintendent, Charter Administrator or Chairperson of the Board of Trustees –Returned to the State Department of Education Mail or by fax on or before November 15, 2006 (in future years October 15 th )
