Perkins IV “What’s New?” Section 3 Def - Articulation Agreements Added to Sec 3 because agreements are in both Title I & Title II Agreement: Writing & requires approval by the lead sec & ps admin Rationale: Attention to policy issues Requires more than 2 instructors signing Title I must include articulation agreements Broader focus on 2-4 yr articulation (beyond TP)

Perkins IV “What’s New?” Programs of Study can link to & build on articulation agreements & TP. Program of Study requires a sec & PS sequence of non-duplicative instruction leading to a degree, certificate or credential. Scope of a Program of Study should be broader than a specific occupation.

▪ Perkins IV “What’s New?” Greater coordination w/Basic State Grants (single plan) ▪ States have flexibility to combine either all, or portion, of their TP grant w/Basic State Grant ▪ Combined: treat as Basic State Grant Funds; Separate: Definitions, accountability for consortia ▪ Def: Sec & PS TP student ▪ Accountability Measures ▪ Additional content of TP program “coordinate activities conducted under title I” ▪ Revised components: contents of TP programs

Postsecondary Tech Prep Student A student who has completed SEC component of TP; and Has enrolled in PS component of a TP program at an institution of higher ed described in clause (i) or (ii) of section 203(a)(1)(B) Sec Tech Prep Student A student who has enrolled in 2 courses in the secondary education component of TP

Collect & report data on state & national level Consistent data collected for reporting purposes Reports program & student outcomes Identifies “indicators of performance” for accountability purposes Regardless if states combine “funds”, important to collect and report TP data Core Indicators of Performance

PERFORMANCE INDICATORS ▪ Number of secondary & PS TP students served. ▪ # and % of Sec TP students enrolled in TP who enroll in PS enroll in PS (same field/major) as sec ed TP students were enrolled at sec level complete a State or industry-recognize cert or licensure; successfully complete, as sec school student, courses that award PS credit at sec level enroll in remedial mathematics, writing, or reading courses upon entering PS

# and % of PS TP students who: Placed in related field of employment not > 12 mo after grad from TP program Complete State or industry cert or licensure Complete 2-yr deg or cert program within normal time Complete baccalaureate deg (normal time) PERFORMANCE INDICATORS

Reasons for Consolidation of Funds Administration One Less State Plan & Local Plan to develop and administer Accountability One accountability system and one set of performance indicators

Reasons… Consolidation Funding State admin & leadership funds in 1 larger budget reducing administration costs 85% pass through dollars would provide similar benefit to LEA’s & PS institutions

Reasons…Consolidation Maintaining Activities Activities funded w/TP funds under Perkins III can be supported w/Basic Grant funds in Perkins IV Local & PS institutions can support existing TP activities w/ Basic Grant funds

Reasons… Consolidation Articulation Agreements Def of term “articulation agreement”  Basic Grant Tech Prep’s success with articulation can be leveraged w/Basic Grant $

Benefits…Keeping TP Funding Separate Flexibility Tech Prep has the advantage of 3 types of flexibility: carryover, allocation, & formula. (See page 10 of Brustein’s book)

Benefits…Separate Momentum TP has established almost 1000 bridges (or connections) called “consortia” that bring sec, PS, & businesses together at local level. These 1000 bridges are made up of multiple linkages that make the partnerships work.

Benefits…Separate Accountability TP requires greater level of accountability than is required by Basic Grant. When the legislation was pending, all interested parties were committed to increased accountability to prove that certain strategies work. States need this info to increase efficiency of workforce & economic dev initiatives.

Benefits…Separate Preserving funding Before legislation was finalized, one of the main arguments in favor of keeping TP separate was that if TP loses its identity, the Perkins Act may be over $100 million smaller the next time it comes up for reauthorization. TRUE?

Tech Prep Program Outcomes Data  Provides data for each of 8 Contents of TP Program required in state’s 5 yr plan  Often reports quantitative data  Typically does not report “student” data.

Tech Prep Student - Outcomes Data  Defined – Changes that occur w/students as result of participating in ed experience (e.g. Tech Prep)  Addresses Indicators of Performance and Accountability (Title II Tech Prep EdSec.203 Tech Prep Ed)  Provides data for accountability

Numerous surveys in states revealed opposition to consolidation, but it occurred anyway. WHY???? The visibility of Tech Prep is one of the stated reasons for consolidation-let’s improve Perkins! Doesn’t that mean we have good brand recognition? ? ANSWERING THE QUESTIONS: TECH PREP-what to do?

Tech Prep is KNOWN to be rigorous. Tech Prep is recognized OUTSIDE of Education Consolidation could mean losing brand recognition Doesn’t that mean we have good brand recognition? ? ANSWERING THE QUESTIONS: TECH PREP-what to do?

Tech Prep is KNOWN to be relevant. Tech Prep is a method of working “outside the lines” for improvement! Because most programs in CTE are a part of Tech Prep, doesn’t that mean we should consolidate? ANSWERING THE QUESTIONS: TECH PREP-what to do?
