Student Progression: 2014 Proposed Legislation and Current Requirements NEFEC School Counselors Forum January 14, 2014

Academically Challenging Curriculum to Enhance Learning (ACCEL) Policies Section , F.S. – Each school must offer, at a minimum, Whole-grade and mid-year promotion Subject-matter acceleration Virtual instruction in higher grade level subjects – School district is required to establish student eligibility and procedural requirements establish a process by which a parent may request student participation in an ACCEL option that would result in the student attending a different school – A performance contract must be executed if a student participates in an ACCEL option by parent request – A performance contract is optional if a principal initiates a student’s participation in an ACCEL option 2

When Accelerated – Which Assessment? The student should participate in the FCAT assessment that matches the course number the student is receiving instruction in. If a student is accelerated to a higher grade level course the student should participate in that grade level assessment. Exceptions for skipping – Third grade reading – this is a statewide promotion requirement – Civics – this is a middle grades promotion requirement – 10 th grade reading – this is a statewide graduation requirement – EOCs – these are statewide graduation requirements 3

Middle Grades Promotion S , F.S. To be promoted to grade 9, successful completion of – Beginning in , students enrolled in high school Geometry or Biology must take the EOC – EOC performance constitutes 30% of the student’s final course grade – Passing grade must be earned to earn high school credit – Beginning in , one course must be at least a one-semester civics education course – Beginning in , a student must take the Civics EOC and EOC performance constitutes 30% of the student’s final course grade Students enrolled in Algebra 1, Geometry, or Biology must take the EOC and are not required to take the corresponding grade-level FCAT. 6 New Proposed

Middle Grades Promotion S , F.S. To be promoted to grade 9, successful completion of One course in career and education planning – Completed in 6 th, 7 th or 8 th grade – Course must be Internet-based – Customizable to each student – Research-based to assist students to identify » educational and career options » goals – Must emphasize entrepreneurship skills – Provide diploma designation options details – Provide information on assessment, scholarship and opportunities to earn college credit in high school » Including career dual enrollment courses 7

Middle Grades Promotion S , F.S. Middle grades transfer students from out of country, out of state, private school, or home education after the beginning of the grade 8 second term are not required to meet the civics education requirement IF the student’s transcript documents – Passage of three courses in social studies OR – Two year-long courses in social studies that included coverage of civics education 8 NEW PROPOSED

Course and Assessment Requirements th Grade Cohort S , F.S. 4 credits in English Language Arts (ELA), – The four credits must be in ELA I, II, III, and IV includes accelerated courses (dual enrollment, advanced placement, International Baccalaureate and Advanced International Certificate of Education) Refer to Course Code Directory Course Code Directory – A student must pass 10 th grade FCAT Reading (or ACT/SAT concordant score) until the state transitions to the 10 th grade ELA assessment in order to earn a standard high school diploma 10

Course and Assessment Requirements th Grade Cohort S , F.S. 4 credits in mathematics, including Algebra I and Geometry – Algebra I EOC results count 30 percent of the final course grade, the student must pass the EOC in order to earn a standard diploma – Geometry EOC results count 30 percent of the final course grade – Algebra II not required; but if selected when the state transitions to the common core assessments, the Algebra II common core assessment results count 30 percent of the final course grade – Industry certification courses that lead to college credit may substitute for up to two mathematics credits (Algebra I and Geometry may not be substituted) IC Math Waiver I – IC Math Waiver II

Course and Assessment Requirements th Grade Cohort S , F.S. 3 science credits – 1 credit Biology I (Biology EOC results count 30 percent of the final course grade) – 2 credits in equally rigorous (EQ) science courses – 2 of the 3 required science credits must have a laboratory component – Industry certification courses that lead to college credit may substitute for up to one science credit (Biology may not be substituted) – IC SCI Waiver

All students enrolled in high school as of – Who earned a passing grade before Shall be awarded a credit in that course if the student passed the course EOC results are not required as 30% of the final course grade – A school district may have a policy to require that the EOC results constitute 30% of the final course grade Student is not required to pass the EOC 14

Online Course Requirement 1 course within the 24 credits must be completed through online learning – Excludes drivers education ( th grade cohort and thereafter) – School district may not require student to take course outside the school day or in addition to a student’s courses for a given semester Does not apply to – A student who has an IEP that indicates it would not be appropriate – An out-of-state transfer student enrolled in a public school who has 1 year or less remaining – A student who plans to earn a standard diploma via an Academically Challenging Curriculum to Enhance Learning (ACCEL) option IB or AICE curriculum program 16

Certificate of Completion Section (7), F.S. Different from current s , F.S. – A student who earns the required 24 credits, or the required 18 credits under s (5), but fails to pass the assessments required under s (3) or achieve a 2.0 GPA shall be awarded a certificate of completion in a form prescribed by the State Board of Education. Districts are encouraged to work with their general counsel regarding students who fall between July 1, 2013, and new language being passed in 2014 to determine best course of action when granting a certificate of completion 19 NEW PROPOSED

Scholar and Merit Designations In addition to meeting the standard high school diploma requirements: Scholar Designation: Pass the ELA Grade 11 assessment once implemented 1 credit in Algebra 2 (must pass Algebra 2 EOC once implemented) 1 credit in statistics or an equally rigorous mathematics course Pass the Biology 1 EOC 1 credit in chemistry or physics 1 credit in a course equally rigorous to chemistry or physics Pass the U.S. History EOC 2 credits in same world language Earn at least one credit in AP, IB, AICE or a dual enrollment course. Merit Designation - attain one or more industry certifications from the list established (per s , F.S.).

Scholar Designation: Courses that Satisfy Chemistry Requirement Chemistry Chemistry 1 Honors Pre-AICE Chemistry IGCSE Level Florida’s Preinternational Baccalaureate Chemistry IB Middle Years Program Chemistry Chemistry 2 Honors Chemistry courses that result in college credit (dual enrollment, AP, IB and AICE)

Scholar Designation: Courses that Satisfy Physics Requirement Physics Physics 1 Honors Pre-AICE Physics IGCSE Level Physics 2 Honors Physics courses that result in college credit (dual enrollment, AP, IB and AICE)

Scholar Designation: Courses that Satisfy Equally Rigorous to Chemistry or Physics Requirement 25 EQ subject code in the Florida CCD NEW courses that will change to EQ include Anatomy & Physiology Environmental Science Marine Sci 1

Uniform Transfer of High School Credits (8), F.S. Beginning in Transcript shows a credit in Algebra 1, then student must pass the statewide, standardized Algebra 1 EOC assessment in order to earn a standard high school diploma, unless – Earned a comparative score (PERT score of 97), – Passed Algebra 1 assessment, or – Passed out-of-state statewide mathematics assessment (NCLB requirement) NEW Proposed 26

Uniform Transfer of High School Credits (8), F.S. “If a transfer student’s transcript shows a final course grade and course credit in Algebra 1, Geometry, Biology I, or United States History the transferring course final grade and credit shall be honored without the student taking the requisite statewide, standardized EOC assessment and without the assessment results constituting 30 percent of the student’s final course grade.” 27 NEW PROPOSED

Rule 6A Rule 6A Comparative and Concordant Scores for the Statewide Assessment Program – effective 11/3/13 Concordant Scores - Beginning with students who entered grade 9 in ,in order to satisfy the graduation requirement, students who have not earned a passing score on the Grade 10 FCAT 2.0 Reading may apply – ACT 19 – SAT 430. Comparative Score – Beginning with students who entered grade 9 in , in order to satisfy the graduation requirement, students who do not earn a passing Algebra 1 EOC Assessment score may use a PERT mathematics score of 97. – A student must complete Algebra 1 and participate in the EOC assessment or participate in the EOC assessment to CAP Algebra 1, even if they have a PERT comparative score. Acceleration Options S , F.S. Credit Acceleration Program (CAP) allows a student to earn high school credit if the student passes the state assessment in – Algebra 1 – Algebra 2 (available ) – Geometry – United States History – Biology 29

Required Remediation S (2)(3), F.S. – Middle Grades S (5), F.S th Grade Cohort Students who score Levels 1 or 2 on FCAT Reading, the following year must be enrolled in and complete a remedial course or a content area course in which remediation strategies are incorporated into course content delivery. Students who score Levels 1 or 2 on FCAT Mathematics or the Algebra 1 EOC, the following year must be enrolled in and complete a remedial course or a content area course in which remediation strategies are incorporated into course content delivery. Statewide, Standardized Assessment Results Waiver – S (3)(c)2, F.S. What requirements must a student meet to be considered for an assessment results waiver? A student must meet all of the following criteria: – Be identified as a student with a disability, as defined in s (2), F.S. – Have an active IEP – Have demonstrated, as determined by the IEP team, achievement of the course standards – Participate in the statewide, standardized assessment at least once 31

Level 1 Courses Students with an IEP entering 9 th grade in and prior – may take Level 1 courses and they will count toward a standard diploma – IEP team determines appropriateness of level of course for student Students with an IEP entering 9 th grade in and thereafter – no Level 1 courses will count for credit towards a standard diploma – Students with disabilities pursuing a special diploma will receive credit for Level 1 courses 32
