What is an EOC?  A central location from which government at any level can provide interagency coordination and executive decision making in support of the incident response.  The EOC does not command or control the on- scene response, but plays a critical role in support of the response.  The EOC is a facility from which the multiple agencies or organizations involved are coordinated.
