Emergency Management Defined An organized analysis, planning, decision making, and assignment of available resources to mitigate, prepare for, respond to, and recover from the effects of all hazards.”

Office of Emergency Management Hazard Defined: “A dangerous event or circumstance that has the potential to lead to an emergency or disaster.”

Office of Emergency Management Types of Hazards: Natural Hazards--caused by natural events. Technological hazards--caused by the tools, machines, and substances we use in our everyday life including man-made events involving hazardous materials.

Office of Emergency Management Emergency vs. Disaster Emergency “A dangerous event that can normally be managed at the local level.” Disaster “A dangerous event that causes significant human and economic loss and demands a crisis response beyond the scope of any single agency or service.” Difference is the level of response

To establish policies and procedures which will assure the maximum and most effective utilization of all resources in the county, minimize the loss of life and/or injury to the population, and protect and conserve the resources and facilities in Spartanburg County during emergencies resulting from natural disasters or man-induced technological hazards. What is the role of local emergency management? Office of Emergency Management

Our Mission To establish policies and procedures which will assure the maximum and most effective utilization of all resources in the county, minimize the loss of life and/or injury to the population, and protect and conserve the resources and facilities in Spartanburg County during emergencies resulting from natural disasters or man induced technological hazards. It is the policy of the Emergency Preparedness Office to be prepared for any emergency or disaster. Emergency response personnel, equipment, and facilities will be maintained in a state of readiness to save lives, prevent or minimize damage to property, and provide assistance to all people who are threatened by an emergency or who becomes victims of any disaster. Emergency Operations will be coordinated to the maximum. The Office of Emergency Preparedness has a five-fold mission: 1.To warn of impending danger; 2.When required, support local agencies with timely, effective deployment of resources; 3.Through the public information process, keep affected residents informed about the situation and how they can protect themselves; 4.Coordinate and direct restoration and recovery operations when local government resources are exhausted; and 5.Assess local needs and coordinate support from the State of South Carolina and the federal government as necessary and appropriate. The Office of Emergency Management will provide for: the protection, in the county in order to; minimize damage, injury, and loss of life resulting from any type disaster; provide for the continuity of government; and provide for damage assessment and survey of damage, private and public, resulting from such emergency. Preparedness: Provide 24/7 Emergency Response Capabilities Maintain the Emergency Operations Center Provide Homeland Security Coordination and Planning Coordinate State and Federal Grant Funds Educate the public Develop emergency response plans (evacuation, re-entry, EOC, etc) Maintain a Comprehensive Emergency Operations Plan for the entire County Emergency Management Functions Office of Emergency Management

Emergency Operations Plan does the following: establishes the policies and procedures by which the County will coordinate response to disasters impacting Spartanburg County and its citizens. describes how the County will mobilize resources and conduct activities to guide and support local government efforts through preparedness, response, recovery, and mitigation planning. utilizes the Emergency Support Function (ESF) concept to marshal and apply resources and describes the responsibilities of county and state agencies in executing effective response and recovery operations.

Preparedness: Maintain essential databases Resources, volunteers, shelters, tier II facilities, chemical inventories, emergency contacts, marplot data, and more!! Build Teams (LEPC, Donated Resource Group, Emergency Animal Response, etc) Assist with and conduct exercises/training to increase the efficiency of emergency response personnel Facilitate compliance with the Emergency Planning and Community Right to Know Act Maintain and Coordinate the Spartanburg County Haz-Mat and Cobra Teams. Response: Provide on-scene response coordination Are Responsible for the Emergency Alert and Warning Systems Access essential databases Provide Homeland Security Coordination and Planning Coordinate the Spartanburg County Haz-Mat and Cobra Teams. Activate Emergency Operations Center Emergency Management Functions Office of Emergency Management

EOC Activation  The Spartanburg County EOC serves as the central clearinghouse for information collection and coordinating response and recovery resources within the county, including those municipalities within the county.  The EOC will be activated and staffed at the direction of the Office of Emergency Management Director or Assistant Director. Activation levels utilized by the Spartanburg County EOC are: Full – All ESFs will be activated. Activation will occur at OPCON 1 and 2 and may occur at OPCON 3. Limited – Selected ESFs will be activated. Activation will normally occur at OPCON 3, but could occur at OPCON 4.

Office of Emergency Management OPCON Levels Of Readiness 1)Day-to-day operations to include normal training and exercises. 2)Possibility of an emergency or disaster situation that may require partial or full activation of the Emergency Operating Center (EOC). 3)Disaster or emergency situation likely or imminent. Full or partial activation of the EOC; activate the Spartanburg County Emergency Operations Plan. 4)Disaster or emergency situation in effect; maximum preparedness level; full activation of the EOC. 5)Disaster or emergency situation in effect; full-fledge emergency response operations ongoing; highest level of emergency operations.

Recovery: Provide recovery coordination Link the County to mutual aid and regional, state, and federal assistance, if we run short of emergency resources Emergency Management Functions Office of Emergency Management
