April 2008NERT Disaster Operations #1-EOP55 San Francisco’s Emergency Operations Plan (EOP) The Mayor –The Mayor assumes command of the City in a disaster and may report directly to the Department of Emergency Management Division of Emergency Service (DEM) or may remain at City Hall. Dept. Emergency Management (DEM) –Site of the Emergency Operations Center (EOC) which is located at 1011 Turk Street. –All City department heads and representatives from the major utilities respond to the EOC.
