EOC Brief to International Special Events Society8 Franklin County JEOC Organization and Layout Franklin County Emergency Management and Homeland Security uses a customized Emergency Support Function (ESF) system layout for the county EOC. Response or recovery missions involving one or more ESF agencies go to the Planning/Logistics Section for planning, then to the Operations Section for implementation.
