FCEM&HS Emergency Management Authority Franklin County Emergency Management and Homeland Security (FCEM&HS) is authorized under Chapter 5502 of the Ohio Revised Code and organized under the 1988 Countywide Agreement to coordinate countywide all- hazards emergency management and disaster preparedness functions for the 42 local government jurisdictions of Franklin County. 6 February 2013EOC Brief to International Special Events Society3

EOC Brief to International Special Events Society8 Franklin County JEOC Organization and Layout Franklin County Emergency Management and Homeland Security uses a customized Emergency Support Function (ESF) system layout for the county EOC. Response or recovery missions involving one or more ESF agencies go to the Planning/Logistics Section for planning, then to the Operations Section for implementation.

Emergency Partners ESF positions are staffed by reps of incident-involved organizations, including: – Fire Departments (Fire) – Police/Sheriff Departments (LE) – County Engineer – Local health departments – COTS (Hospitals) – Medical Reserve Corps – Red Cross – Salvation Army – COTA – AEP – OSU Extension – HandsOn (Information service - Dial 211) – Central Ohio Area Agency on Aging – Franklin County Office on Aging – Franklin County Jobs and Family Services – Columbus HazMat and NAS-T – Many others involved in response/recovery 6 February 2013EOC Brief to International Special Events Society9
