The Transition from Daily Operations to Emergency Operations Workflow Chaos A Operational System must support the transition from “Routine” to Emergency Operations. The “Battle Rhythm” (pace) and Volume (scale) of activities increase but the systems and processes remain the same.

Supporting a Enterprise Situational Awareness and Management Program during Emergencies In the USA. the National Incident Management System has provided a framework for an organization at the field level. While it mandates the interoperability of systems, it does not define a standard. Also, NIMS does not address how information is managed above field level.
