Weller & Michal Architects Inc. Questions Do current municipal facilities for the Town of Peterborough support the efficient and proper delivery of town services? Can existing structures be renovated and/or expanded to meet current and anticipated near-term needs? Are there alternatives for combining space and program needs of the various town departments?

Weller & Michal Architects Inc. Observations Each Town Department suffers under the burden of space constraints compounded by outdated equipment and building systems. Some departments are using facilities that date back over 35 years. Many facilities are not up to current standards; consequently many have no possibility of meeting Town needs over the next quarter century.

Weller & Michal Architects Inc. Fire Department Fire and Rescue Department built in 1945 and was 12 years old in 1957, when Elvis was King. Originally built for the Department of Public Works, converted for fire department in The building has been added onto twice. The site is too small to expand.

Weller & Michal Architects Inc. Fire Department Undersized sized bays and doors require the department to special order larger vehicles. The building unlikely to meet seismic codes, and not sprinklered against fire. No space for a dedicated Emergency Operations Center (EOC). –Currently, the Fire Chief serves as the Emergency Management Director for the Town of Peterborough. Recent national and local natural disasters underscore the importance of community facilities which can operate in times of distress.

Total Capital Budgets With assumed costs of site acquisition included, projected year 2005 costs are $12 million: –New 15,900 SF Fire and Rescue$3.9 million –Renovated 12,000 SF Police$0.8 million –New 25,000 SF New Public Works $3.7 million –New 10,300 SF Water/Wastewater $2.3 million –Renovated 6,700 SF Recreation$0.9 million Budgets (both space and cost) are consistent with comparable facilities identified in other communities.

Weller & Michal Architects Inc. Joint Facility Options Costs prepared for free-standing, individual projects. Small savings achieved by combining new facilities on one site – the “Joint Facility Option”. –Savings would stem from some shared facility use, shared land use and therefore a smaller site-size requirement, and possibly a reduction in ‘soft costs’ of implementing one larger project rather than multiple smaller projects. Possible savings probably do not outweigh other factors, including relative need and appropriate site considerations –(the Summer Street Fire Department facility is older and less appropriate to current need than the Police Department facility on Grove Street).

Weller & Michal Architects Inc. Evans Flat Options 2004 Evans Flats Land Use Analysis identified several options for the highest and best use of 27 acres of town-owned property. Several scenarios were developed with community input. 2 of 4 scenarios (Concept 2, Concept 4) generated in public sessions identified joint municipal facilities on all or part of the town land. Opportunity exists to site new facilities for both the Public Works Department and the Fire Department in the Evans Flats area.

Conservation and Recreational Uses In 2001 the Strategic Planning Committee reported that a wetland scientist should be hired to explore the natural habitat and define the wetlands and developable land on the Town owned property. The Report identified this site is a prime location for the development of playfields, given its proximity to the existing recreational fields
