Submission doc.: IEEE /0128r1 Database topology (FCC) More than one database[1] –FCC chooses multiple open database operated by third parties –9 companies submitted proposal for designated TV white space database administrators Multiple database administrators could offer services on a competitive basis The services must be available to all TV band devices users on a non- discriminatory basis In the case of multiple database administrators, must be ensured that each database contains consistent information, that is receiving same sets of available channels regardless of which database it queries Slide 6 Nov Donghun Lee, et al, ETRI

Submission doc.: IEEE /0128r1 Database architecture (FCC) ‘Clear house’ model proposed by Google [3] –The ‘clear house’ model partitions the process of providing information on available channels to WSDs –The key element is the clearing house, which aggregates and hosts the raw data needed to perform database calculations. –The TVWS database service providers would use the raw data together with other required regulatory inputs in the process of calculating the contents of their own databases The clearinghouse model would provide substantial benefits, including, facilitating greater choice in service providers, and minimizing the burden of syncing with multiple parties. It would leave open the possibility of approving quickly other clearinghouse and TVWS Database Service proposals, leading to more robust market forces and promoting innovation and competition in basic and enhanced database services.
