City of Toledo Bancroft Street Neighborhood Public Meeting November 20, 2013

Agenda – Intended Outcomes 1.Be informed on status of design efforts and principles guiding design 2.Present preferred alternative conceptual design recommended by the Design Review Team 3.Receive input from neighbors on the concept 4.Receive input from Section 106 Consulting Parties on elements related to historic district

Design Process – Where are we today? Conceptual Design (August to December 2013) Agree on broad concept of project Preliminary Design (January to July 2014) “Flesh out” the concept Detailed Design (July to December 2014) Complete final “blue prints” and bid package

Design Principles Establish a gateway on Bancroft Street designat- ing the historic district (at both ends of project); Reduce the speed of traffic (especially eastbound); Improve “walkability” by providing safe and unique pedestrian friendly sidewalks and crosswalks

Design Principles (continued) Reinforce the historic character of the district in the selection of all streetscape elements; Reclaim street and sidewalk materials in the reconstructed sidewalks; Integrate the streetscape and pedestrian network with the Commons Park;

Design Principles (continued) Encourage and provide for safe bicyclist friendly usage along Bancroft Street; Provide facilities for transit users that are appropriate to the character of the neighborhood; Add and replace dead trees and landscaping to reinforce the character of the district; and,

Design Principles (continued) Accommodate proper parking along Bancroft Street where safe, appropriate and needed. Allow for accommodation to provide for burial of utilities in corridor in future

Evaluating Conceptual Alternatives

Conceptual Alternative The “guiding idea” for design. General concept of how street can be reconstructed to meet different users’ needs.

Preferred Conceptual Alternative “Cross Section” – No Parking

Preferred Conceptual Alternative “Cross Section” – With Parking

Preferred Conceptual Alternative The “guiding idea” for design. Concept of how street can be reconstructed to meet different users’ needs. (vehicle lanes, bike facilities, parking, walks, tree lawns)

Preferred Conceptual Alternative

Your Questions/Input Challenge: How to hear from everyone in the meeting and make sure everyone understands the recommendation. Share some time for questions together now. Talk individually to answer detailed questions and discuss ideas and thoughts Ask individuals to put comments on “post – it” notes at a workshop session so everyone has a chance to participate

Next Steps / Upcoming Meetings  Begin Preliminary Design  Review initial detail ideas with Design Review Team - Winter/Spring 2014  Next Public Meeting - Spring 2014

Workshop / Section 106 Meeting Please provide your input at the displays around the room. Section 106 Consulting Parties are asked to participate in a Consultation Meeting on historic district elements and concerns directly after this meeting (at 7:30 pm).
