Personal Needs Profile Welcome to the: “Personal Needs Profile” training. This module for LEA Coordinators and School Test Coordinators will cover how to submit data in a student’s Personal Needs Profile in PearsonAccessnext, using the PARCC Personal Needs Profile File Layout. Personal Needs Profile PNP

Role-Based Key Role-Based Codes Each Training Module displays user key role icons in the lower right-hand corner of each screen. This allows you to quickly identify if the content of the screen is appropriate for your user role. Understanding where to find available material is key to successful training, so we created a key to help identify which materials are appropriate for each role. These color coded icons will identify material relevant to each role throughout this training. For example, if you see a blue square with initials “TA,” content is applicable to Test Administrators and Proctors. This “Personal Needs Profile” module is applicable to a LEA Test Coordinators, School Test Coordinators, and Accommodations Coordinators. Note: roles within your organization may differ, these are suggestions to help identify training needs. Personal Needs Profile The Personal Needs Profile (PNP) is a collection of student information regarding a student’s testing condition, materials, or accessibility features and accommodations that are needed to take a PARCC assessment. The Personal Needs Profile or (PNP) is designed to identify in advance of Test Administration information regarding a student’s testing condition, materials, or accessibility features and accommodations that are needed to take a PARCC assessment. The purpose of collecting this information is to ensure that the appropriate accessibility features and accommodations are made available to a student during testing. The Personal Needs Profile will also serve as a record of the identified accessibility features and accommodations for a student.

PARCC accessibility features and accommodations For a complete list of accessibility features and accommodations available for PARCC assessments, refer to the PARCC Accessibility Features and Accommodations Manual. The manual provides information on the selection, administration, and evaluation of all of the accessibility features and accommodations you may include when populating a student’s Personal Needs Profile. The manual can be located at: http://www.parcconline.org/parcc-accessibility-features-and-accommodations-manual For a complete list of accessibility features and accommodations available for PARCC assessments, refer to the PARCC Accessibility Features and Accommodations Manual. The manual provides information on the selection, administration, and evaluation of all of the accessibility features and accommodations you may include when populating a student’s Personal Needs Profile.

What Student Information is Collected and Where Embedded Accessibility features, identified in advance, that need to be enabled (via PNP File Layout/User Interface). Embedded Accommodations that need to be enabled (via PNP File Layout/User Interface). Externally-provided accessibility features, identified in advance, and accommodations (via PNP File Layout/User Interface). Paper-based accommodated forms that required advance shipping (via Student Registration File). Prior to the assessment, student information should be collected so students receive the appropriate accessibility features and accommodations on testing day. This information includes: Embedded accessibility features in the TestNav 8 online platform that need to be enabled for students during administration (e.g., color contrast [background/font color], text-to-speech for mathematics, etc.) This information is indicated in the PNP File Layout or User Interface. Embedded accommodations in the TestNav 8 online platform that need to be enabled for students during administration (e.g., ASL, closed captioning, text-to-speech for ELA/literacy, etc.) This information is indicated in the PNP File Layout or User Interface. Externally-provided accessibility features identified in advance, and accommodations for students with disabilities and English learners. This information is indicated in the PNP File Layout or User Interface. Hard copy accommodated forms that require advance shipping (braille edition, paper-based edition, large print edition, etc.). This information is indicated in the Student Registration File. Note: The Student Registration Import has an earlier deadline as it supports distribution of paper-based accommodated forms. PNP does not have a published deadline.

Who Collects Information for Student PNPs Students with disabilities: IEP team or 504 plan coordinator English learners: Educator(s) responsible for selecting accommodations English learners with disabilities: IEP team, including educator(s) familiar with the language needs of the student or 504 plan coordinator Students without disabilities and who are not English learners: Team may include: Student (as appropriate); Parent/guardian; and Student’s primary educator in the subject of the assessment. The PNP will be based on observations and stated preferences by the student or parent/guardian regarding a student’s testing needs that have been determined to increase access during instruction and assessment. Overall observations may be made throughout the year. Observations based on a student’s interaction with the online testing platform can be made during the practice tests. A student’s testing needs should be reviewed at least annually, and revised as appropriate, to reflect current education-related needs or preferences. For students with disabilities, the IEP team or 504 plan coordinator will collect information to populate the student’s PNP. For English learners, the educators responsible for selecting accommodations (or an English learner team, if available) will identify which accessibility features and accommodations should be identified in the student’s PNP. For English learners with disabilities, the IEP team (which includes an adult familiar with the language needs of the student) or 504 plan coordinator will make decisions about which features and accommodations should be identified in the PNP. For students without disabilities, and who are not English learners, decisions about which accessibility features identified in advance (if any and if allowed) will be included in the student’s PNP will be made based on the student’s education-related needs and preferences by an informal team, which may include the: Student (as appropriate); b. Parent/guardian; and c. Student’s primary educator in the subject of the assessment. Information in the PNP can be uploaded, provided, and updated up to the day prior to the beginning of Test Administration.

Personal Needs Profile Import – Important Notes Students must be registered prior to loading PNP data. PNP data is matched to existing student registrations. Separate PNP files must be loaded for PBA and again for EOY (for schools participating in Spring administration, all students must take both the PBA and EOY). Separate PNP records must be loaded for each student for ELA and Math. PNP data can be uploaded, provided, and updated up to the day prior to the beginning of Test Administration. However, it must be completed prior to Proctor Caching so the appropriate content can be provided for each student. Providing PNP data prior to test administration will ensure that students receive appropriate accessibility features that need to be identified in advance and/or accommodations on testing day. This presentation will cover importing the Personal Needs Profile (PNP) to PearsonAccessnext through a system file or via a User Interface . Students must be registered prior to loading PNP data. PNP data is matched to existing student registrations. Schools must submit a PNP File for PBA and again for EOY (for schools participating in Spring administration, all students must take both the PBA and EOY). Each student will require a separate PNP record by subject (separate for ELA and Math). PNP data can be uploaded and provided up to the day prior to the beginning of Test Administration. However, it must be completed prior to Proctor Caching so the appropriate content can be provided for each student. As a reminder, submitting accurate PNPs is essential to ensuring that students receive appropriate accessibility features that need to be identified in advance and/or accommodations on testing day.

Personal Needs Profile Import – Selecting Students Basic PNP data exists for all students. However, only data for students requiring accessibility features that need to be identified in advance or accommodations (and in some states the administrative considerations) need to be submitted into PearsonAccessnext for each administration. Any paper based accessibility feature or accommodation which requires materials to be shipped will need to be requested in the Student Registration File import. (e.g., Large Print, Braille with Tactile Graphics, Human Reader or Human Signer for ELA/L Kits, Paper Test for Online Students, and Spanish Paper Mathematics Assessments). For additional guidance regarding use of PNP, please contact your state contact. Basic PNP data exists for all students. However, only data for students requiring accessibility features that need to be identified in advance or accommodations (and in some states the administrative considerations) needs to be submitted into PearsonAccessnext for each administration. If a student does not require accessibility features identified in advance or accommodations, a PNP does not need to be submitted. However, a state may elect to submit a blank file for that student. For additional guidance regarding use of PNP, please contact your state contact.

Personal Needs Profile Import – Options There are two main methods for creating a Personal Needs Profile File and uploading the data: PNP File Layout User Interface Note: Please contact your state office if you believe your state has an alternate method than the options identified above. There are two main methods for uploading PNP data: PNP File Layout User Interface Note: Please contact your state office if you believe your state has an alternate method than the options identified above.

Personal Needs Profile Import To begin creating your Personal Needs Profile File, go to PearsonAccessNext.com and select your State from the “Select Your Program” dropdown menu. Login using your PearsonAccessnext account. Click on the “Support” and locate the Personal Needs Profile File Field Definitions Document. To begin creating your Personal Needs Profile File, go to PearsonAccessNext.com and select your State from the “Select Your Program” dropdown menu. You will need to log into the site using your PearsonAccessnext account. Next click on Support and locate this documents the Personal Needs Profile File Field Definitions Document. In order to import a Personal Needs Profile in PearsonAccessnext for each administration (i.e., one file for PBA and another for EOY), you will need to be assigned the PNP Add-on Role, but first you must have a base-role of: State, LEA/District Test Coordinator, Non-School Institution, Test Coordinator, or School Institution Test Coordinator.

Personal Needs Profile Import To prepare your Personal Needs Profile File, use the Personal Needs Profile Field Definitions as your guide. Through this document, you will walk through each field and its purpose. From left to right, you will see the following fields: Column Letter - corresponds to the .csv file layout. Field Name - provides the name of each element. Required? Y/N - indicates whether each field is required. Field Length - outlines the maximum number of characters allowed in each field. PARCC Definitions and Notes - these are PARCC-specific definitions and notes. Expected Values - describes which characters are allowed in the field. To prepare your file, you should use the Personal Needs Profile Field Definitions as your guide. Through this document, you will walk through each field and its purpose. From left to right, you will see the following fields: Column Letter - This corresponds to the .csv file layout. Field Name - provides the name of each element. Required Y/N - This field indicates whether each field is required. Field Length - This outlines the maximum number of characters allowed in each field. PARCC Definitions and Notes - These are PARCC-specific definitions and notes. Expected Values - describes which characters are allowed in the specific field. This may be alphanumeric, special characters, specific abbreviations, etc.

Personal Needs Profile File Layout The PNP File Layout contains multiple fields that may require leading zeroes, such as the Responsible District Identifier. If you use Microsoft Excel, it is recommended that you save a source file as an Excel Spreadsheet to keep formatting (leading zeros). Prior to each upload attempt, save data file as an Excel spreadsheet. Then save again as a .csv file. If you encounter an error, make the updates in the source Excel spreadsheet and save, then save again as a .csv file. Repeat as necessary. The PNP File Layout contains multiple fields that may require leading zeroes, such as the Responsible District Identifier. Personal Needs Profile File Layout Registered Student Data: Columns A through M must match currently registered students in PearsonAccessnext. Administration Considerations: Columns N through S are used to specify administration considerations for the student. Accessibility Features Identified in Advance: Columns T through W are used to specify accessibility features identified in advance. These accessibility features are available to all students and are not limited to students with and IEP, 504 plan or English Learners. Presentation Accommodations: Columns X through AD are used to specify presentation accommodations. These accommodations are limited to students with and IEP, or 504 plan Response Accommodations: Columns AE through AL are used to specify response accommodations. These accommodations are limited to students with an IEP or 504 plan. Accommodations for English Learners: Columns AM through AR are used to specify accommodations for English learners. Timing and Scheduling Accommodations: Column AS is used to specify extended time for English Learners and students with an IEP or 504 plan. The PNP File Layout is organized to differentiate between accessibility features and accommodation types: File columns A through M are used to match to students currently registered in PearsonAccess. Columns N through S are administration considerations provided to the student during test administration. Columns T through W are used for accessibility features that need to be identified in advance and are available to all students. Columns X through AD are used to identify presentation accommodations for students with an IEP or 504 plan. Columns AE through AL are used to identify response accommodations for students with and IEP or 504 plan. Columns AM through AR are used to identify accommodations for English learners (EL). Column AS is used to identify Timing and Scheduling accommodations.

Personal Needs Profile File Layout Columns A through M are the same as the Student Registration File. A – State Abbreviation B – Testing District C – Testing School D – State Student Identifier E – Local Student Identifier F – PARCC Student ID G – Last or Surname H – First Name I – Middle Name J – Birthdate K – Sex L – Test Code M – Format Columns A through M must match the student registration information that is already associated with a registered student PearsonAccessnext. These columns are the same as the Student Registration File. We will not review these columns, since they are already covered in the Student Registration Import Training. Note: Student Registration Import has an earlier deadline than PNP. Please refer to the Student Registration Import training for specific guidance on this process.

PNP File Layout Columns N through S are used to specify administration considerations for the student. In Column N, enter Y if the student requires the administrative consideration: Frequent Breaks. In Column O, enter Y if the student requires the administrative consideration: Separate/Alternate Location. Frequent Breaks and Separate/Alternate Location are administrative considerations provided locally by the Proctor. They can be provided for either test mode or subject. Valid values are Y and Blank. Note: Please check with your state contact to determine if providing administration considerations is required for your state.

PNP File Layout Columns N through S are used to specify administration considerations for the student. In Column P, enter Y if the student requires the administrative consideration: Small Testing Group. In Column Q, enter Y if the student requires the administrative consideration : Specialized Equipment or Furniture. Small Testing Group and Specialized Equipment or Furniture are administrative considerations provided locally by the Proctor. They can be provided for either test mode or subject. Valid values are Y and blank.

PNP File Layout Columns N through S are used to specify administration considerations for the student. In Column R, enter Y if the student requires the administrative consideration: Specified Area or Setting. In Column S, enter Y if the student requires the administrative consideration: Time Of Day. Specified Area or Setting and Time of Day are administrative considerations provided locally by the Proctor. They can be provided for either test mode or subject. Valid values are Y and blank.

PNP File Layout Columns T through W are used to specify accessibility features identified in advance. These accessibility features are available to all students and are not limited to students with an IEP, 504 plan or to English Learners. In Column T, enter Y if the student requires the accessibility feature: Answer Masking. Answer masking is an accessibility feature available to all students regardless of mode or subject if identified in advance via the PNP. For computer-based testing, it is supported on all forms with in TestNav. If activated, by default, all answer choices are covered when the item is first introduced to the student. It can be toggled on or off via the user support icon in TestNav. For paper-based testing, answer masking indicates to a test administrator that a student may use an “answer masking” place card or index card while taking the assessment to cover and uncover answers. Answer masking is supported by the assessment platform and can be used in combination with any other accessibility feature or accommodation.

PNP File Layout In Column U, enter one of the expected values if the student requires the accessibility feature Color Contrast. Color Contrast is an accessibility feature available to all students regardless of mode or subject if identified in advance via the PNP. For computer-based testing, it is supported on all forms with in TestNav. If activated, the interface will launch with the pre-selected alternate color combination for text and background colors. It can be toggled on or off or color contrast options changed via the user support icon in TestNav. For paper-based testing, a student may use a color overlay. This feature is available only for paper-based testing. Color Contrast is supported by the assessment platform and can be used in combination with any other accessibility feature or accommodation. Student can be registered for any format and any subject. However, entered values must match the corresponding test format for computer-based or paper-based testing.

PNP File Layout In Column V, enter Y if the student requires the accessibility feature: Text-to-Speech for Mathematics. Text-to-Speech for Mathematics is an accessibility feature available to all students for the computer based Mathematics assessment if identified in advance via the PNP. Text-to Speech for Mathematics is supported by a specific form assignment via PNP and can not be used in combination with any other form supported accessibility feature or accommodation. The student must be registered for computer-based format and a math subject. Valid values are Y and blank. Note: Embedded Text-to-Speech is not intended to support students who are visually impaired.

PNP File Layout In Column W, enter HumanReadAloud or HumanSigner if the student requires the accessibility feature: Human Reader or Human Signer for Mathematics. Human Reader or Human Signer for Mathematics is an accessibility feature available to all students for the computer-based Mathematics assessment if identified in advance via the PNP. The student must be registered for computer-based format and a math subject. Valid values are Y and blank. Human Reader or Human Signer for Mathematics is supported by a specific form assignment via PNP and can not be used in combination with any other form supported accessibility feature or accommodation. Human Reader or Human Signer students must be manually placed in read aloud sessions. This will result in the Proctor and the student being provided the same form of the test for administration. For Paper-based testing, this feature is also available, but must be indicated on the Student Registration Import file rather than PNP.

PNP File Layout Columns X through AD are used to specify presentation accommodations identified in advance. These accommodations are limited to students with an IEP, or 504 plan. In Column X, enter Y if the student requires the accommodation: ASL Video. ASL (American Sign Language) Video is an accommodation available to students for the computer-based Mathematics and ELA/L assessment if identified in advance via the PNP. ASL Video is supported by a specific form assignment via PNP and can not be used in combination with any other form supported accessibility feature or accommodation. The student must be registered for a computer-based format. Valid Values are Y and blank. As a reminder: To select ASL Video for ELA/Literacy, IEP teams should refer to the administration guidelines on pages 34-36 of the Manual.

PNP File Layout In Column Y, enter Y if the student requires the accommodation: Screen Reader OR other Assistive Technology (AT) Application. Screen Reader OR other Assistive Technology (AT) Application is an accommodation available to students for the computer-based Mathematics and ELA/L assessment if identified in advance via the PNP. Selecting this accommodation will result in the student receiving a form that can be used with a screen reader or other assistive technology (AT) application. Screen Reader OR other Assistive Technology (AT) Application is supported by a specific form assignment via PNP and can not be used in combination with any other form supported accessibility feature or accommodation. Note: If Screen Reader OR other Assistive Technology (AT) Application is being used to support a visually impaired student, Tactile Graphics will also be required to support the use of this accommodation. This accommodation can also be used in combination with a refreshable Braille device for ELA/L. An additional order needs to be placed in order for tactile graphics to be shipped for a computer-based test. The student must be registered for a computer-based format. As a reminder: To select Screen Reader for ELA/Literacy without refreshable braille, IEP teams should refer to the administration guidelines on page 34-36 of the Manual.

PNP File Layout In Column Z, enter Y if the student requires the accommodation: Closed Captioning for ELA/L. Close Captioning for ELA/L is an accommodation available to students for the computer -ELA/L assessment if identified in advance via the PNP. Closed captioning is presented for students on video with audio that requires captioning. Students will be able to turn the captioning on or off via the video player within the test platform. Closed Captioning for ELA/L is supported by a specific form assignment via PNP and can not be used in combination with any other form supported accessibility feature or accommodation.

PNP File Layout In Column AA, enter HumanReadAloud or HumanSigner if the student requires the accommodation: Human Reader or Human Signer for ELA/L. Human Reader or Human Signer for ELA/L is an accommodation available to students for the computer based ELA/L assessment if identified in advance via the PNP. This feature is also available for Paper-based testing but must be provided via the Student Registration Import File. Human Reader or Human Signer for ELA/L is supported by a specific form assignment via PNP and can not be used in combination with any other form supported accessibility feature or accommodation other than Translation of the Mathematics Assessment Online. Human Reader or Human Signer students must be manually placed in read aloud sessions. This will result in the Proctor and the student being provided the same form of the test for administration. The student must be registered for a computer-based format and an ELA/L subject. Valid values are HumanReadAloud, HumanSigner or blank. As a reminder: To select HumanReadAloud or HumanSigner for ELA/Literacy, IEP teams should refer to the administration guidelines on pages 34-36 of the Manual.

PNP File Layout In Column AB, enter Y if the student requires the accommodation: Refreshable Braille Display for ELA/L. Tactile Graphics may be required to support the use of this accommodation. An additional order needs to be placed in order for tactile graphics to be shipped for a computer-based test. Refreshable Braille Display for ELA/L is an accommodation available to students for the computer based ELA/L assessment if identified in advance via the PNP. PNP File Layout In Column AT, insert Y in every student record. This indicates the end of the record. If this field is left blank, the file will cause an error and not process. Every record within a file must end with an indication of the end of the record. Valid value is Y.

Import Your File To import the file: Log into PearsonAccessnext. Select the administration from the Admin drop down menu on the top of the screen. To import the file, you will need to log into PearsonAccessnext. Then select either “PARCC Op Spring PBA 2015” or “PARCC Op Spring EOY 2015” under 2014-2015. Note that the same file must be imported once for each administration.

You can use the blue refresh icon next to Details to refresh the status.

Import Your File There are multiple Status messages that can display: At first the Status will display Pending, stating that the File has been queued for processing. Following this, a Status of Processing will display, and once complete if the File processed without any issues, a Status of Complete will display.

There are two other possible status that can occur: A Status of Stopped: File processing has been stopped - This status change typically requires a system admin intervention. A Status of Rejected: The file format was invalid or ALL of the records in the file were invalid.

Import Your File After the file processes, the View File Details screen will show a Complete message, and the number of successful records processed will be indicated. The number of error records processed will also be indicated. Import Your File Utilize the Errors section to resolve issues with the file. The Download Records in Error option allows you to download a file containing only the records that had issues. You can then make the necessary changes to these records and import this smaller file to PearsonAccessnext to resolve the remaining record issues. The Download Error Messages option allows you to download a file with the record number and error messages. For larger files, this is the best way to see a complete set of error messages when the number of error messages is too large to display on PearsonAccessnext.

PNP Export Student Registration Matching The import process for PNP must match on existing student test registrations. Columns A through M must match exactly to student registrations that are currently in PearsonAccessnext. Use PNP Export Process to extract current student registration data. Use the exported file to apply your PNP changes. Import the new file to apply the changes to PearsonAccessnext. The PNP import process must match on existing student test registrations. You cannot apply PNP information to students who are not registered. The recommended workflow is for your organization to have student registration completed prior to the PNP import process. Once that is complete, you can use the PNP Export Process to extract all current student registrations. The exported file can then be opened in Microsoft Excel and you can apply any PNP information that needs to be added. The final step is to import the saved file and have the changes applied in PearsonAccessnext.

PNP in PearsonAccessnext Now that we covered uploading PNP information through a system file, we will now show how to apply PNP information via a user interface within PearsonAccessnext to an individual student. PNP information is applied at the student test level. When you add a test to a student, the subject test and test format will determine what accessibility and accommodations you can apply. Note the Test and Test Format fields.

PNP in PearsonAccessnext In this case, we cannot apply a Paper Only – Large Print Assessment accommodation, since we have selected an online test. This is one example of a validation that the system provides.
