A special election will be held in order for the community to vote on whether or not to proceed with selling bonds in order to finance safety and security improvements in school facilities. DATE:Tuesday, March 10, 2015 TIME:4:00 pm to 9:00 pm LOCATIONS:All general election poll sites

The total cost of the referendum improvements is: $4,808,259 40% of the cost will be paid by debt service from the State of New Jersey -- $1,923,304 60%of the cost will be paid by the community – $2,884,955 Cost to average home assessed at $228,200 would be: $10.80 per year -- $.90 per month

In May of 2013, StoneGate Associates conducted a safety and security assessment of all school facilities, and made recommended improvements, including, but not limited to the following: 1. Replace breakable glass in doors with laminated glass that is impact resistant 2. Install door contacts that alarm to the main office during school hours, alerting staff to entry by an intruder or unauthorized student egress.

3. Enhance access control technology for front office staff, as well as after care staff, to ensure visitors can be properly vetted both visually and verbally 4. Ensure all classroom and assembly area doors are maintained in the locked position during the course of the school day 5. Improve internal communications of public address systems and cell phone coverage to ensure emergency notifications reach all students and staff

Thirteen of the District’s fourteen schools will see improvements if the referendum is approved by the voters. The improvements include:  Security vestibules  Exterior and Interior doors  Public Address / Intercom systems

1. Allows for improvements to be made at all schools to address the most pressing needs 2. Repayment of improvements can be made over a 15 year period of time 3. If improvements had to be included in the annual budget, would take numerous years to complete and would be more costly as funds would have to be paid each year in the tax rate 4. Gives the public the opportunity to decide whether of not to move forward 5. $1,923,304 debt service aid awarded by the State to support the project costs

Board will vote on a motion tonight to approve the special election date, times and locations, and the verbiage of the referendum question. Administration will then work with its Bond Counsel, the Passaic County Board of Elections, and the Wayne Township Municipal Clerk to prepare for the election The Board will continue to provide information to the community
