How many states were needed to ratify Constitution?

Identify the Principle of the Constitution to the Meaning. Ultimately, all governmental power comes from the citizens. Government has very limited and carefully defined powers constitutionally, and every individual has rights that the government cannot violate. Government has several layers, local, state, and national, each with some powers that they alone have and others that are shared. Each of the three branches of government has some power that is unique to that branch. Federal governmental powers are structured in a way the branches’ powers counter-balances one another. The courts determine the meaning of the law and review the actions of the other two branches of government. - Checks and Balances - Judicial Review - Federalism - Separation of Powers - Popular Sovereignty - Limited Government
