System wide approach to supporting statistics Country owned strategic plan (National Strategy for the Development of Statistics) Regular joint stakeholder discussion (National Partnership) One shared funding source, preferably in government (Pooled/basket funding) A bridge between donors and technicians (Lead donor and lead in country donor statistician)
