Bayerisches Staatsministerium des Innern, für Bau und Verkehr Flood disaster in 2013 Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 7  21 declarations of a disaster situation (by the county authorities) The main disaster areas were in Upper Bavaria (mainly Rosenheim), Lower Bavaria (mainly Deggendorf, Passau) and Upper Palatinate in the wider area of Regensburg  Evacuation of about 13,600 persons  Strong need for regional / transregional disaster relief within Bavaria

Bayerisches Staatsministerium des Innern, für Bau und Verkehr Flood disaster in 2013  Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 8  Strong requirement for special equipement (helicopter, digger, all- terrain vehicles, powerful pumps etc.)  The Bavarian Ministry of the Interior, for Building and Transport could fulfill all the requests for forces and special equipement of the Bavarian districts  In the “hot phase” of the flood there were up to 20,000 forces per day in action.  During the whole flood there were about 100,000 forces deployed throughout Bavaria

Bayerisches Staatsministerium des Innern, für Bau und Verkehr Flood disaster in 2013 Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 9 Experiences, among others:  The provision of special task forces for transregional, nationwide and cross-border disaster relief (210 units built by Fire Brigades and 21 units built by voluntary relief organisations) proved its worth.  The established software system „EPSweb“ (EinsatzProtokollSystem – web) providing information for other involved authorities, the distribution of reports/ requests/ orders and the documentation of operations eased the disaster management and communication  The Bavarian strategic reserve of sandbags (11 centres of distribution throughout Bavaria) proved its worth.  Amazing help of (non-trained) volunteers (e.g. students).  Excellent cooperation with the water resources authorities  Implementation of special disaster control plan „Flood“ and local alarm and action plan in the framework of the implementation of the EU Floods Directive

Bayerisches Staatsministerium des Innern, für Bau und Verkehr Strategic reserve of sandbags  Jointly financed by the Bavarian Ministry of the Interior, for Building and Transport and the Bavarian Ministry of Environment and Consumer Protection  11 centres of distribution throughout Bavaria with about 2,100,000 sandbags in all, built up and provided by the water resources authorities  In the case of emergency the requests of sandbags and their distribution are operated centrally by the Ministry of the Interior, for Building and Transport as supreme disaster control authority Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 11

Bayerisches Staatsministerium des Innern, für Bau und Verkehr Flood risk management plans and disaster control plans  In the framework of the implementation of the EU “Floods” Directive in Bavaria a uniform catalogue of measures was created.  Especially two measures of this catalogue concern and challenge the disaster management:  Creation of local alarm and action plans by the municipalities.  Creation of special disaster control plans flood by the lower disaster control authorities. Bayerisches Staatsministerium des Innern, für Bau und Verkehr Challenges to the implementation of the measures  First actions in general taken by the local security authorities (municipalities) and not by disaster control authorities  base of every disaster control planning is the analysis of hazards and risks  Flood risk assessment needs enough data material to be analyzed  Flood hazard maps and the flood risk maps, which had to be built up till 2013 in the context of the EU-Floods-Directive and persons with local knowledge Eva Mayer, Bavarian Ministry of the Interior, for Building and Transport 13

Bayerisches Staatsministerium des Innern, für Bau und Verkehr The local alarm and action plan - proceeding 1.Analysis of the flood hazard and risks and identification of the geographical areas and the objects or infrastructures which are likely to be affected by floods inside the municipality. 2.Risk assessment and scenarios, planning assumptions. 3.Identification and definition of measures to ensure rapid response and resources mobilization. 4.Specification of the defined measures and translation of them into alarm and deployment commands. 5.The summary of these alarm and deployment commands forms the local alarm and action plan.
