MOUNTAIN VIEW COUNTY BY LAW 02/ Industrial / Natural Resource Extraction South McDougal Flats is home to a large number and mix of industrial uses. Uses which require extensive land areas for outdoor storage, stockpiling, etc. have tended to locate in the Flats outside of Town. The entire area is also identified as having an abundance of good quality gravel therefore natural resource extraction has and will continue to be a major land use consideration.

MOUNTAIN VIEW COUNTY BY LAW 17/12 SOUTH McDOUGAL FLATS AREA STRUCTURE PLAN AMENDMENT TO BY LAW 02/10 To delete Section 9.1.1(c) (i) to (iii) and replace with the following: i. The subdivision shall not result in more than four (4) titles in the quarter section ii. The maximum total area taken from a previously unsubdivided quarter section for residential development shall not exceed 4.05 ha (10 acres). All development applications shall provide for appropriate buffering and interface between current and future land uses.

On January 1, 2012 Bylaw No. 14/11 Community Aggregate Payment Levy came into effect. Under the terms of the bylaw a $0.25 per tonne levy will be applied on all shipments of aggregate from any pit within the boundaries of Mountain View County. The levy will be applied against sand and gravel business operators and not the individual landowners. The estimated recoverable volumes at the Ross Pit are 3.8 mil $0.25/t that equals $950,000 to County revenue over the life of the pit. COMMUNITY AGGREGATE PAYMENT

SAND & GRAVEL IN ALBERTA The Alberta Sand & Gravel Association reports that 30–40 million t of aggregate are produced province wide every year. Sand & Gravel comprise a significant percentage of the total volume of building materials consumed by the public and private sector; and the general public. Alberta Transportation requirements for paving alone are based on the premise of all highways requiring resurfacing every 16 years. At 5,600t/km for 4 lane highways and 2,800 t/km for 2 lane highways AT will within the 16 year time frame require 1.5 mil tonne of Asphalt Concrete Pavement (ACP) within the haul radius of a typical set of roadways. Not all of this material is produced from raw pit run. Recycling is a component of the production of finished product; if viable West Can may include some recycling.
