Hello, my name is Bill Jones. If you have audio capability, you should be able to hear my voice. I am the Principal Investigator for a project funded by The Alfred P. Sloan Foundation to reduce the risk of a terrorist attack using radioactive materials. This CD contains several very useful tools that can help increase the security of radioactive materials that are used in the Medical, Industrial, and Academic (Nuclear) communities. We refer to them as MIAN materials. The security enhancement program we have developed is free and voluntary. We have developed the materials on this CD under a grant from the Sloan foundation and our goal is to reduce the risk of terrorists using radioactive materials to disrupt our society and inflict injury, possibly deaths and certainly financial burdens.
This project was suggested to Sloan by the FBI and Interpol, two very prestigious law enforcement organizations. Our original grant was funded through ASME-ITI, a non-profit arm of ASME International. Using the RAMCAP risk methodology developed by ASME-ITI, a comprehensive assessment was performed of the current security requirements imposed on sites that use and store radioactive materials. This study resulted in a product that is comprised of a screening tool that will aid you in determining the danger level of the materials you are storing or using. If your facility should require increased protection, as indicated by your score on the screening test, a second tool is provided.
This tool, which we call the Security Status Evaluator, will allow you to assess your current security level and compare your security program to a standardized scoring or ranking scale. These tools are contained on this CD and are free for your use. There is no reporting requirement and the results are for your internal use only. We sincerely hope you will use these tools as a way to voluntarily provide more secure facilities and help prevent these dangerous materials from falling into the hands of our enemies. 2. Overview of Enhanced MIAN Security Tools
In addition to just the security tools, this CD contains the following materials: The security Screening tool and examples of how it is applied to real problems The Security Status Evaluator and examples of use Suggested ways of enhancing existing security Technical information for NRC increased Controls Isotopes and how they can be used by terrorists Examples of how terrorists can obtain MIAN materials Estimating the cost of the consequences of terrorist acts
Ebook version of the book by Jones and Haygood entitled “The Terrorist Effect: Weapons of Mass Disruption- The Danger of Nuclear Terrorism” Additional contact points and references A PowerPoint presentation that contains much more information regarding this project Web site information for the web site for this project and continuingwww.SecureRam.com
We sincerely hope you will choose to learn more about these materials and participate in the program to increase the security of MIAN materials. The war on terrorism is far from over and radioactive materials may become the weapon of choice for terrorists. As someone who has the responsibility of using and storing these potentially dangerous materials, you owe it to yourselves and others around you to provide the most secure environment possible. I thank you for your time and also thank my co-workers on this important project. Please feel free to contact us if you would like additional information or to help us promote increased security for radioactive materials. J. William (Bill) Jones Principal Investigator John R.
