Telecommunications and Electric Power Interdependency Task Force (TEPITF) The President’s National Security Telecommunications Advisory Committee RDX Workshop Overview  The 2008 Research and Development Exchange (RDX) Workshop will broaden the scope of past discussions to address several key communications and cyber security research and development (R&D) issues that:  Enable national and international collaboration,  Advance the security of free nations, and  Enhance preparedness and response activities across sectors.  The goal of the RDX Workshop is to gather valuable information and constructive feedback, which will inform the Research and Development Task Force (RDTF) as it develops proposed Presidential recommendations for the President’s National Security Telecommunications Advisory Committee (NSTAC).  Participants have the opportunity to provide specific, clear, realistic input to key U.S. and Canadian stakeholders as they formulate research agendas and budget submissions.  Participants are strongly encouraged to develop actionable recommendations.

Telecommunications and Electric Power Interdependency Task Force (TEPITF) The President’s National Security Telecommunications Advisory Committee RDTF History Several task forces of the President’s NSTAC have examined network security research and development (R&D) issues over the past fifteen years: The roots of the RDX Workshop date back to 1990 when the growing prevalence of hacker incidents led to the formation of the NSTAC's Network Security Task Force (NSTF). The R&D Exchange Meeting concept first surfaced in 1991, when the NSTF asked the Government to share information about its R&D efforts related to commercially applicable security tools. Over the next decade, the NSTAC conducted periodic workshops to stimulate and facilitate a dialogue among industry, Government, and academia on emerging security technology R&D activities that affect NS/EP telecommunications. In July 2000, the R&D Exchange Task Force officially undertook responsibility for coordinating workshops and examining network security R&D issues. Its name was shortened to the RDTF in 2003.

Telecommunications and Electric Power Interdependency Task Force (TEPITF) The President’s National Security Telecommunications Advisory Committee Previous RDX Workshops To date, there have been six RDX Workshops to explore security technology R&D issues in greater depth: –RDX Workshop #1 (1991): the NSTAC sponsored two separate events intended to provide a forum for industry and Government officials to share their unique perspectives on R&D issues. –RDX Workshop #2 (1996): the second meeting facilitated a discussion of four broad security topics affecting NS/EP telecommunications: authentication, intrusion detection, integrity, and access control. –RDX Workshop #3 (1998): held at Purdue University's Center for Education and Research in Information Assurance and Security, the third meeting examined collaborative approaches to security technology R&D. –RDX Workshop #4 (2000): the fourth meeting, held at the University of Tulsa, examined issues of transparent security in a converged and distributed network environment. –RDX Workshop #5 (2003): held at Georgia Tech, the fifth meeting focused on “Research and Development Issues to Ensure Trustworthiness in Telecommunications and Information Systems that Directly or Indirectly Impact National Security and Emergency Preparedness”. –RDX Workshop #6 (2004): the most recent workshop, held in Monterey, California, reconsidered the R&D issues associated with trustworthy NS/EP telecommunications addressed at the 2003 RDX Workshop.
