We work with leaders from governments and corporates in three ways: We convene key decision makers to inspire leadership and innovation; We provide evidence of low carbon success that enables ambitious action; We develop practical projects to scale up and replicate transformational low carbon solutions. Saving money Compared to HPSV luminaires, LED luminaires can save at least 50-55% of electricity consumption Long life (atleast12 years, with 70% of initial lumen output) resulting in little replacement expenses which is incurred currently in the form of replacing the HPSV lamps, ballasts, ignitors and the luminaire itself, and the associated human resources More environment friendly Reduced electricity consumption means lesser CO 2 emissions LEDs do not contain harmful elements like mercury making their disposal safer Quality of light White light resulting in better vision A survey conducted in Kolkata by TCG found that drivers and pedestrians experience brighter and clearer vision under LEDs; ladies and senior citizen feel safer to walk under them as compared to HPSV luminaires LEDs for lighting “ All new public lighting – both street lighting and in public buildings – should be LED by 2015, with the aim of all public lighting being LED by 2020.” “We will be working to recruit a leadership group of city, state and national governments to adopt this and report on progress on an annual basis over the next three years. ” Mark Kenber CEO The Climate Group

Learned very early on: —There are already lots of LED reports, documents, and guidance notes —Key decision in the global consultation process – ‘not to be another survey on LEDs’ —Recognition of need and approach to help address the local issues —A goal of contacting and discussing participant’s immediate barriers to adoption —Finding and linking end users with adopters and solution providers. Facility to bring into the open key issues that may not be commonly raised. The Climate Group is aiming to help ‘accelerate the decision making process’ Consultation: Regional and Local Barriers

Recognition that every city/municipality has unique history, lighting stock, service agreements —Resistance to change – ie. In core lighting operations – concern of job security —How to make the change ? Building capacity / confidence to move forward —Policy barriers (cf. Los Angeles / Nova Scotia / NYC / London – ‘project champions’) —How to develop the business case and explore finance options —Procurement checklist  What are the Quality Thresholds  Undertaking Trials —Standards and warranties - what is realistic for ‘complete luminaire not just LED element’ Consultation: Common Barriers

In 2007, HSBC supported pilot project in Kolkata by converting 273 street lights into LED systems Two years of municipality-led monitoring, Evidence indicates upto 60 % reduction in energy consumption, improved security and earning opportunities, reduction in maintenance – saving tonnes of fossil fuel, improving energy efficiency KMC has asked us to prepare a report to convert all the existing street lights in Kolkata into LED systems (close to 300,000) The India Program – LED Lighting

Policy support is required for holistic local growth Public lighting is one amongst various services provided by ULBs ULBs are complex in their roles and responsibilities and structure Application of LED for energy efficient lighting poses several challenges to these ULBs There is a need to develop public lighting policies and innovative business models to enable ULBs realize the benefits of LED
