Information Workshops October 2014 Capability Investment Resource (CIR)

What we will cover Stream Three Application/ timeframe CIR4 Capability mentors CIR evaluation About CIR

PART 1: About CIR

Where does CIR fit with government priorities? The Government wants to make a real difference to vulnerable people by improving access to, and the quality of, services that we purchase The Investing in Service for Outcomes (ISO) programme was designed to ensure funding of NGOs is targeted to the achievement of specific outcomes for vulnerable people CIR is a one component of ISO

What does ISO mean for NGOs?

Better Public Service targets Reducing long-term welfare dependence Boosting skills and employment Supporting vulnerable children Reducing crime Improving Interaction with Government

Ministry outcomes

Organisational Capability Framework Organisational Capability Self-Assessment Tool Capability Investment Resource (CIR) Capability Mentors

CIR $31.65 million over four years $23 million already invested ─475 grants for capability mentoring ─216 grants for plan implementation

PART 2: CIR EVALUATION

Scope and findings Reviewed process and early impact Identified that the CIR is well received by providers and is having a positive impact Five areas for improvement recommended

Feedback 76% of providers that engaged a mentor were ‘very satisfied’ or ‘completely satisfied’ 76% of providers considered CIR ‘very valuable’ or ‘extremely valuable’ 58% of mentors were ‘satisfied’ or ‘very satisfied’ with the OCF, 8% ‘dissatisfied’ or very dissatisfied, 34% neither satisfied or dissatisfied

Areas for improvement Awareness – half of providers had not applied to CIR – of these 23% said they were unaware of it Earlier heads up of timing for rounds Application forms and Self-Assessment Tool in plain English Clearer expectations for mentors ─18% of mentors thought they received insufficient information about the OCF and CIR ─20% of mentors said they did not understand how CIR works

How is MSD responding? 18 regional workshops for providers and mentors Simplified application forms and new guidelines for applicants Early release of CIR4 dates and guidelines Planned review of the Self-Assessment Tool (not before CIR4)

PART 3: CIR – Years 3 and 4

CIR – years 3 and 4 Budget of $4.3 million in each of the last two years of the fund One distribution (funding round) each year in F14/15 and F15/16 Funding structure remains the same for CIR4

Three streams Stream One - fixed grant to engage a capability mentor to work with your organisation to complete an Organisational Capability Self-Assessment and Development Plan Stream Two - fixed grant to engage a capability mentor to work with your organisation to complete an Organisational Capability Development Plan Stream Three – grant to implement one or more activities in your capability development plan

CIR – which stream? The fourth distribution of the Capability Investment Resource has three streams. To choose which stream to apply to, first identify where you are in your capability development process. We need assistance to complete an… Organisational Capability Self-Assessment We have completed an Organisational Capability Self-Assessment, and now need to help to do an… Organisational Capability Development Plan We have completed an Organisational Capability Self-Assessment and now need help to… Implement an Organisational Capability Development Plan Stream Two: a grant to engage a capability mentor to assist your organisation in completing an Organisational Capability Development Plan Download the Stream Two guidelines Stream One: a grant to engage a capability mentor to assist your organisation in completing an Organisational Capability Self- Assessment and Development Plan Download the Stream One guidelines Stream Three: funding to help meet costs associated with implementing a Capability Development Plan Download the Stream Three guidelines

PART 4: CIR4

CIR4 Opens 24 November 2014 Closes 30 January 2015 Streams One and Two will use e-tender tool

CIR 4 Focus Active collaboration including shared resources and back office functions Innovation designing/testing new approaches to improve collaboration, client outcomes and organisational sustainability ICT collective/collaborative ─individual ICT only if exceptional circumstances ─will consider supporting individual agency transfer costs to bureau services

ICT - findings Previous CIR distributions and work with Infoxchange has highlighted: the importance of adopting consistent and structured sector- wide approach to identifying common ICT needs, and the importance of supporting informed provider decision- making, in terms of meeting these needs at the organisation level

ICT - focus Focus for CIR will be on delivery of consistent advice and guidance concerning ICT related best practice, across the sector, supported by: real life case studies sharing of practice and experience, face- to-face and online, and development of wide networks and connections

ICT We will support Infoxchange to: develop case studies to support successful selection and implementation of ICT systems develop good practice guides for NGOs share guidance and templates via an online portal, supported by facilitation and expert advice and an online space for collaboration facilitate ICT good practice workshops across the country

Out of scope (summary) BAU Capital works and infrastructure Service delivery Activity not related to the plan Staff salaries Fundraising activity Multi-year requests Value for Money type reviews Individual ICT projects (unless exceptional circumstances exist)

Collective applications At least one collective member must meet the eligibility criteria and act as fund-holding applicant Panels will be looking for evidence of active collaboration Information is required about all collective members Self-assessment/planning criteria apply as a collective
