INTRODUCTION City focussing on levers within its control to implement Economic Growth Strategy (EGS) as part of Vision 2040 In respect of cutting red-tape, this includes – Modernising the regulatory system – Implementing a consolidated one-stop-shop model 2

SPECIFIC INITIATIVES – POLICY ENVIRONMENT Single City Spatial Development Framework – Adopted in 2012 replacing previous outdated planning – Included cancellation of previous outdated guide plans – Current application to MEC to remove dual status (ie both ito MSA and LUPO) 8x integrated District spatial plans / environmental management frameworks – Adopted in 2012 replacing previous outdated 25 structure plans – Provides much clearer development certainty including guidance on when EIA is required Planning policy rationalisation – Resulted in withdrawal of 270 outdated planning and development policies of Council – Significantly simplifying the decision-making environment – Second round currently underway likely to simplify even further 3

SPECIFIC INITIATIVES – LEGISLATIVE LANDSCAPE Single City Zoning scheme – Implemented in 2013 replacing previous outdated 27 schemes – Reduced pages of regulation to 185 – Included significant standardisation and simplification – Has cut building plan departures by 25% – Further streamlining and improvement currently underway Public transport zones implemented – Published last week (as permitted ito zoning scheme), view on web – Reduces amount of parking space required in priority zones – Removes need for departure applications in some new developments New Municipal Planning by-law – Open for public input until 25 June 2014, view at – Brings all planning regulatory processes within City control & introduces various local innovations – Likely to be promulgated by end of the year 4

SPECIFIC INITIATIVES – LEGISLATIVE LANDSCAPE Delegated authority from Heritage Western Cape – City first local authority to be declared competent (2013) – Expected by end of the year – Will remove need for HWC permit in addition to zoning scheme approval, thus introducing one-stop-shop approval – Includes lifting blanket 60 year clause in areas where City heritage inventory implemented National & provincial law reform – Provincial Land Use Planning Act (LUPA) and national Spatial Planning & Land Use Management Act (SPLUMA) – To be implemented in tandem with City Planning by-law towards end of the year – Repealing / consolidating various current outdated laws – Bringing all planning regulatory processes within City control (eg removal of title deed restrictions) – End of double appeal system to Province 5

SPECIFIC INITIATIVES – SYSTEMS & PROCESSES eServices – Development Application Management System) – Phase 1 (electronic submission & payment) roll-out started in April 2014 – Many snags currently being debugged – Uninterrupted service promised – any complaints directly to senior manager Emil Schnackenberg – Phase 2 (web submissions and self-tracking) launched towards end of the year eSignage (Outdoor advertising) – Online submission, tracking, approval & billing – To be launched towards end of the year ePermitting (Informal trading) – Online submission, tracking & approval – To be launched towards end of the year Planning portal – – Launched in 2012, central hub for all planning information and enquiries 6

SPECIFIC INITIATIVES – OTHER Investment facilitation one-stop-shop – Includes single point facilitation, as well as targeted incentives – Seamless support by Economic Development department – Further elaborated on by Tim Harris & Ald Belinda Walker Entrepreneurship ecosystem portal – Online web-based entrepreneurship and employment support resource aimed at SMME sector – Includes network of service providers, call centres and shared information Red-tape unit – helpline – City working closely with Provincial unit to resolve systemic issues and blockages Regulatory impact assessments – Planning to introduce in future as a step in process to introducing all new City (& other government sphere) legislation 7
