Order Number: 3002-P Date: 24/05/96 On the state support and the development of schools for gifted children Order of the President of the Republic of Kazakhstan dated May 24, 1996 № 3002 CPGA of the Republic of Kazakhstan, 1996, № 21, art. 180 On the state support and the development of schools for gifted children In order to further improve the training and education of gifted children, the creation of the necessary conditions for the development of their intellectual abilities and talents, in-depth training for young people to participate in solving the problems of social development 1.To Government of the Republic of Kazakhstan: - Up to July 1, 1996 to develop and approve the Regulation on special school for gifted children, provide for the mechanism of identification and selection of gifted children, completion of education of qualified teachers, improving the quality of the teachers acting schools and classes in-depth study of specific subjects; -Up to September 1, 1996 to develop and submit to the President of the Republic of Kazakhstan state program to support young talents "Daryn", defines the basic search strategy, care and education of gifted children and youth. 2.To Akims of the region Almaty: Up to August 1996 to review the status of training and education of students who have shown a special talent and ability in learning the basics of science, music, painting and other arts, sports, children's amateur art, develop and adopt a set of measures aimed at the preservation and expansion of the school network and after-school facilities for these children; - before the start of new academic year to arrange for the repair of educational institutions for gifted children - schools, colleges, high schools, non-school-palaces and houses students, regional and city centers for young technicians, naturalists, hikers, providing them with modern equipment, computers, drawing to this end, additional funding, extra-budgetary funds, donor contributions; 3. National Research Projects competition of high school students in ordinary school subjects According to the Statements competition is held in four stages:  I Stage: School stage of Scientific Competition in academic year, research projects on which worked students were registered at the scientific committee of INTEL ISEF in Washington, 9684 projects of them were prepared in Kazakh;  II Stage: Regional stage participated 6713 students ( 3458 projects ). The winners of the second stage were tested ( 2894 students, 2314 projects) on their majors subjects;  III Stage: according to the Test results 1232 projects were admitted to the expertise students were working on these projects;  IV Stage: Final stage of the National Competition of Research Projects on the: “Models of economic and socio- cultural development of the Republic of Kazakhstan in light of the "Kazakhstan -2050" strategy” theme was held in Almaty from February 18th – 21st, 2014 y.

DARYN: Key Activities  Management activities: making long-term plans, relationship with the regional centers, organization of intellectual and creative activities, etc.  Information and publishing activity - creating a bank of data on gifted children and creative teachers, publication of scientific - methodical journal "Daryn", teaching aids, recommendations, etc.  Educational- methodical activity - Making of educational and methodological guidelines, tutorials, tests, etc.  Psycho-pedagogical activity - psychological and educational support of gifted children’s education,  Socio-juristic activity – making of legal documents, support of gifted children and teachers, etc.  Scientific and methodological activities - scientific methodological work with gifted children, holding permanent training seminars for teachers and psychologists, etc.

DARYN: Aim and objectives Main objective of activity of Republican Scientific and Practical Center "Daryn" is creation of conditions for revealing, developments and realizations of potential possibilities of exceptional children of Kazakhstan. Objectives: Increase number of the gifted children, capable to realize the creative potential in dynamical socio-economic conditions; Maintenance of psychology-pedagogical support and socially-legal protection of gifted children; Maintenance of conditions for improvement of professional skills and professionalism of teachers and executives on problems of children's endowments; Development of the international cooperation in the field of educational space of gifted children and on psychology-pedagogical problems of endowments; Perfection of system of an extended coverage of directions of work with gifted children, including in mass media.

In the finals of the International scientific and engineering competition for high school students "Intel ISEF " from 13 to 18 May in Pittsburgh (Pennsylvania, USA) first place (cash award $ 3000) and the title of " Best in the category of engineering" ($ 5000), Jury awarded Asiya Kusainova for her invention entitled "Development and creation of a wind turbine based on the Magnus effect using rotating cylinder with variable cross section." Kazakhstan Success Story at Intel ISEF Her work is devoted to the development of compact multiblade wind turbine capable to operate in low winds. In addition to the main prize her work received a special award from the Carnegie Mellon University (USA) and was awarded by King Abdulaziz & His Companions Foundations For Giftedness and creativity and took III place in the category "Renewable energy " and also won a trip to the European competition for young scientists. At this time, Assiya Kusainova is student of Al-Farabi Kazakh National University, at specialty "Physics".
