HEAR SYSTEM USER INTRODUCTION HRSA REGION 9 SEPTEMBER, 2006

9/20/06Mariotti/Zuetell2 HEAR BASICS HEAR ( Hospital Emergency and Administrative Radio ) System Has Two Primary Purposes: –EMS Communications To Hospital –Hospital To Hospital Communications HRSA Region 9 Has Invested Funds to Assure Both These Functions at Region 9 Hospitals

9/20/06Mariotti/Zuetell3 HEAR EMS OPERATION EMS vehicles may contact hospital via the HEAR system. The speaker on the Zetron remote will “open” and the EMS agency will announce the hospital and EMS agency name. Each hospital has a unique “key”. Only the hospital the EMS provider wants to talk to receives the communication. All other HEAR remotes should be “muted” or quiet. To answer the EMS agency, pick up the handset, push the bar in the middle of the handset to talk, and release the bar to listen. Audio will only be heard in the handset (just like a telephone) when it is removed from the Zetron remote cradle. (unless the “Un-mute” button is pressed) When EMS communications are completed – hang up the handset. This resets the electronics.

9/20/06Mariotti/Zuetell4 HEAR HOSPITAL TO HOSPITAL The HEAR system only works within the range of the antenna on the hospital roof. Not all hospitals can talk to all other hospitals due to the unique topography of HRSA Region 9. As an example, Ferry can not communicate with Dayton via the HEAR system. All hospitals can communicate with one or more surrounding hospitals (Region 9 and wider area) via HEAR. (WHEERS radios are being installed as a pilot at six hospitals to test the regional communication capabilities.)

9/20/06Mariotti/Zuetell5 HEAR HOSPITAL TO HOSPITAL To communicate with an individual hospital, select the hospital HEAR dial code by using the up and down keys at bottom of keypad on the Zetron remote. The name of the hospital will be displayed in the Zetron remote window. Confirm the hospital name, and push the Page button. You will hear the tones being sent on your Zetron remote. Upon completion of the tones, remove the handset and announce your hospital by pressing the “push to talk” bar. (i.e., “OTHELLO this is DEACONESS”)

9/20/06Mariotti/Zuetell6 HEAR ALL CALL In a crisis situation it is best to contact all hospitals simultaneously and share information. This may be accomplished via the HEAR ALL-CALL feature. To initiate an ALL-CALL, press the R9 All-Call button on the Zetron remote. Then press the PAGE button. You will hear the dial code being sent. Upon completion of the dial code lift the handset and announce the event. (i.e. “Deaconess to all hospitals, an MCI has occurred, please update bed counts and read Hosp Cap Web page for announcements”, or whatever the message is. ) Any hospital may initiate a crisis ALL-CALL. The ALERT tone button may also be used after dialing an All-Call to attract further attention. Hospitals outside of Region 9 will also receive the All-Call.

9/20/06Mariotti/Zuetell7 HEAR ZETRON REMOTE The HEAR Zetron remote has been configured so that all Region 9 hospitals have the same configuration. The next picture outlines the buttons and functions used on the Zetron HEAR remote.

9/20/06Mariotti/Zuetell9 HEAR ZETRON REMOTE Un-mute (Monitor all) – when pressed (red light on) all radio transmissions on the HEAR frequency and within range are heard via the speaker. Used for others to listen via the speaker or to monitor the channel during a crisis event. Handset – like a telephone used to hear the conversation and talk to others. Push to talk- release to listen bar located on the handset. Power – assure the Zetron remote is plugged into emergency (red receptacle) power. Volume – the HEAR volume may be turned to zero – not allowing the hospital to hear any communications. Please set about in the position in the picture. Adjusts speaker and handset receive volume. (DO NOT TURN THE VOLUME ALL THE WAY DOWN!) Alert – while this button is pressed a unique and obnoxious tone is transmitted by the hospital HEAR radio. Clear – pressing this button clears the display and stops dialing functions. Page – used to initiate a page of the hospital number (location) in the display. Transmit – pressing this button allows communications with the handset remaining in the cradle. It is not recommended that this transmit button be used. Up and down – the * and # buttons on the keypad are used to scroll through a list of hospitals to individually dial via the HEAR system. Region 3 All-Call – pressing this button initiates the Region 3 All-Call alert. After pressing this button, press the page button to send the hospital All-Call. DEACONESS “Hot” Buttons – used for immediately calling the DMHC. After pressing this button, press the page button.
