2 WHAT IS PAINT SLUDGE?

3 THE MOST SERIOUS PROBLEMS IN INDUSTRY THAT MAKE USE OF THE PAINT PROCESS IS THE GENERATION OF WASTE KNOWN AS PAINT SLUDGE. PAINTING BY SPRAYING, GENERATE WASTE DUE TO OVER SPRAY OR THE PAINT NOT REACHING THE TARGET. THIS OVER SPRAY WASHED WITH THE HELP OF CIRCULATING/RUNNING WATER GETS COLLECTED IN A SLUDGE PIT. THIS MIXTURE OF WATER WITH OVER SPRAYED PAINT IS CALLED ‘PAINT SLUDGE’. PAINT- RELATED WASTEWATERS CAN CONTAIN ORGANIC SOLVENTS, HEAVY METALS AND OTHER TOXIC MATERIALS USED IN PAINT FORMULATION AND EQUIPMENT CLEANING.

STATURATORY RULES ABOUT PAINT SLUDGE 4 STATURATORY RULES ABOUT PAINT SLUDGE THE PAINT SLUDGE IS CLASSIFIED AS HAZARDOUS INDUSTRIAL WASTE UNDER THE HAZARDOUS WASTE RULES, 1989 AS AMENDED UP TO MAY 2003 (SECTION –21.1). AND UNDER THE ORDERS PROMULGATED BY HONOURABLE SUPREME COURT OF INDIA, IN SLP (C) NO. 16175 / 1997 AND C.A. NO. 7660 / 1997, ITS REMOVAL OUT OF THE PREMISES OF INDUSTRIAL UNIT PRODUCING IT IS PROHIBITED, THIS CAN ONLY BE TRANSPORTED TO A GOVT. APPROVED DISPOSAL SITE – THROUGH A GOVT. LICENCED TRANSPORTER – WITH DUE PERMISSION FROM STATE P.C.B.

DISPOSAL METHODS FOR SLUDGE PRESENTLY BEING FOLLOWED 5 DISPOSAL METHODS FOR SLUDGE PRESENTLY BEING FOLLOWED DISPOSAL OF SLUDGE TO THE GOVERNMENT APPROVED HAZARDOUS WASTE DISPOSAL SITES INCINERATION BY INDUSTRIAL INCINERATORS, WHERE A PERCENTAGE OF WASTE IS RETURNED IN THE FORM OF ASH PROBLEMS FACED BY THE INDUSTRIES IN COMPLIANCE TO ABOVE :- NON AVAILABILITY OF GOVT. APPROVED DISPOSAL SITES SHORTAGE OF GOVT. LICENCED TRANSPORTERS EXORBITANT TRANSPORTATION AND DISPOSAL COST INCINERATION CONSUMES NATURAL RESOURCES LIKE FUEL, ADDING TO THE COST, THAT TOO WITH ENVIRONMENTAL POLLUTION BY WAY OF EMISSION

6 WHY TO RECYCLE?

USER INDUSTRY WILL SAVE A LOT ON FUEL, AND LABOUR COST OF INCINERATION 6 PAINT SLUDGE CAN BE REUSED AS AN INGREDIENT IN A PRODUCTIVE PROCESS OR RECOVERY OF A REUSABLE PRODUCT SUSTAINABLY ADVANTAGES PRIMER COST FOR THE INDUSTRIES WILL BE REDUCED BY 15% OF THE VIRGIN MATERIALS USER INDUSTRY WILL SAVE A LOT ON FUEL, AND LABOUR COST OF INCINERATION USER INDUSTRY WILL GET RELIEVED FROM ALL WORRIES OF HAZARDOUS WASTE DISPOSAL USER INDUSTRY WILL CONTRIBUTE TOWARDS ENVIRONMENTAL PROTECTION OF OUR NATION

OTHER BENEFITS OF PAINT SLUDGE RECYCLING 7 OTHER BENEFITS OF PAINT SLUDGE RECYCLING COST OF CONVERTED PRIMER IN MOST OF THE CASES SHALL BE ECONOMICAL AS COMPARED TO VIRGIN PRIMER CONVERTED PRODUCT WILL MEET THE PARAMETERS SPECIFIED FOR THE ORIGINAL PRIMER RECYCLING OF PAINT SLUDGE SAVES 1.1 – 1.2 TONS OF VIRGIN RAW MATERIALS OF OUR NATION – FOR EVERY TON OF PAINT SLUDGE (DRIED) RECYCLED

7 GTZ-HAWA PROJECT THE HAZARDOUS WASTE MANAGEMENT PROJECT IS SUPPORTING KARNATAKA POLLUTION CONTROL BOARD IN SETTING UP OF A LANDFILL FACILITY FOR HAZARDOUS WASTE, GENERATED IN THE STATE OF KARNATAKA THE INVENTORIZATION STUDY ON PAINT SLUDGE GENERATION IN THE STATE OF KARNATAKA WAS CARRIED OUT BY HAWA 350 TONNES/YEAR, PAINT SLUDGE IS GENERATED IN THE STATE OF KARNATAKA APPROXIMATELY 11 INDUSTRIES AMONG 25 INDUSTRIES GENERATES <5 TONNES/YEAR OF PAINT SLUDGE CAPTIVE PLANTS ARE SUGGESTED FOR INDUSTRIES GENERASTING >5 TONNES/YEAR OF PAINT SLUDGE

7 GTZ-HAWA PROJECT SETTING UP A COMMON FACILITY FOR <5 TONNES/YEAR OF PAINT SLUDGE GENERATORS, HAS BEING EXPLORED AT DOBBASPETE TSDF SITE. HAWA TO TAKE ACTION TO FACILITATE THIS ACTIVITY FEASIBILITY STUDY ON PAINT SLUDGE RECYCLING TECHNOLOGY IS UNDER PROGRES FOR A COMMON FACILITY C.DASS CHEMICALS PVT. LTD. COULD PROVIDE THE TECHNOLOGY AND PRIVATE OPERATOR COULD SET UP THE PLANT AT TSDF SITE AND MARKET THE PRODUCT HAWA TO PROMOTE THE TECHNOLOGY WITH THE GOVERNMENT, KSPCB AND CPCB

WORKSHOPS AND MEETINGS- GTZ-HAWA PROJECT 7 WORKSHOPS AND MEETINGS- GTZ-HAWA PROJECT WORKSHOP WAS ORGANISED INVOLVING ALL THE STAKEHOLDERS (PAINT SLUDGE GENERATORS) TO DISCUSS ON THE FEASIBILITY OF THE PAINT SLUDGE RECYCLING ON 9TH MAY, 2005 THE INDUSTRY PERSONNEL ADDRESSED ABOUT THE TYPE AND QUANTITY OF PAINT SLUDGE THEY GENERATE AND ABOUT THE PRESENT PROBLEMS THEY ARE FACING WITH THE PAINT SLUDGE IN THE FOLLOW-UP MEETINGS HELD- THE POSSIBILITY OF SETTING UP A CENTRALIZED FACILITY FOR INDUSTRIES GENERATING <5 TONNES/YEAR AND CAPTIVE PLANT FOR INDUSTRIES WHICH GENERATES >5 TONNES/YEAR OF PAINT SLUDGE WAS DISCUSSED

10 DEVELOPMENTAL WORK ON ESTABLISHMENT OF TECHNOLOGY - BY C.DASS CHEMICALS HAVE APPLIED TO TIFAC - DEPARTMENT OF SCIENCE AND TECHNOLOGY’ FOR THEIR SUPPORT. IT IS AN ECO- FRIENDLY TECHNOLOGY DEVELOPED FIRST TIME IN THE WORLD. THE PROJECT IS UNDER THEIR ACTIVE CONSIDERATION, THEIR FINAL APPROVAL IS STILL AWAITED. HAVE APPLIED THROUGH N.P.C- ENVIR. DIV. TO THE MINISTRY OF ENVIRONMENT AND FOREST FOR THEIR SUPPORT ON THE ADVANCE DEVELOPMENT WORK ON THIS TECHNOLOGY AND TO OBTAIN THEIR SUPPORT ON MODIFICATION OF DISPOSAL GUIDELINES FOR PAINT SLUDGE UNDER THE HAZARDOUS WASTE MANAGEMENT ACT.

C.DASS RECYCLING TECHNOLOGY 8 C.DASS RECYCLING TECHNOLOGY THE IMPLEMENTATION OF THIS INNOVATIVE CONCEPT OF RECYCLING THE PAINT SLUDGE STARTED WITH PUNJAB TRACTORS LTD. MOHALI, WAY BACK IN MARCH 2003 ON TRIAL BASIS. SINCE DECEMBER 2003, PTL IS USING THIS SLUDGE CONVERTED – RECYCLED PRIMER AS ONLY CASTING SEALER FOR ALL THE CASTINGS PRODUCED IN THEIR FOUNDRY DIVISION IN PLACE OF VIRGIN CASTING SEALER.

C.DASS RECYCLING TECHNOLOGY 8 C.DASS RECYCLING TECHNOLOGY C.DASS HAVE ALREADY DEVELOPED PRIMER FOR THEIR SHEET METAL PARTS BY SLUDGE RECYCLING, WHICH HAS PASSED THE SPECIFICATIONS ON LABORATORY- SCALE ON-LINE IMPLEMENTATION IS UNDER CONSIDERATION C.DASS HAS SUCCESSFULLY CONVERTED THE PAINT SLUDGE PRIMER OF TVS HOSUR, WHICH HAS ALREADY BEEN TRIED ON THEIR LINE. FURTHER WORK IS GOING ON
