Chesapeake Bay Total Maximum Daily Load (TMDL) Tracking Thursday, May 31, 2012 Martin Hurd, Vladislav Royzman, Tetra Tech, Inc. Brian Burch, Megan Thynge, US EPA

Agenda  Background  BayTAS Overview  NEIEN Flow Implementation  Conclusions & Lessons Learned

Background - Clean Water Act

Background - What is a TMDL?  Waste Load Allocations for point sources  Load Allocations for nonpoint sources  Reserve capacity sets aside allocation for future development  Margin of Safety allocation accounts for uncertainty

Background - Setting TMDL Milestones and Determining Progress  States propose pollution reduction milestones to measure success in their Watershed Implementation Plans (WIPs) PA 2009 commitment for 2012 milestones

Background - BayTAS  What is it?  Bay Tracking & Accounting System  Released January 28, 2011  Why Developed?  Required by Executive Order 13508, “Strategy for Protecting and Restoring the Chesapeake Bay Watershed” - May  CBF Settlement Agreement “Begin” to use the system by Jan 31, 2011  What does it Track?  TMDL allocations and reserves  Tracks facility loads  Annual progress and milestones

BayTAS Overview - Tracking  Tracks TMDLs for 92 Segments for:  State, Basin, Segment, Sector and Facility  Includes and model version data for delivered and edge of stream  Tracks WLAs for NPDES Point Sources and LAs for Non-Point Sources/Sectors  Stores TMDL Progress and model runs

BayTAS Overview - Tracking  Data tracked for non-significant and significant facilities  Details include allocations, DMR data and whether meeting WLA

BayTAS Overview - Reporting  GIS data viewer for viewing facility and allocation information  Web Services provide data to BayTAS public site on CSTAT  Excel / Word Management Report  Excel Data Extracts  Live Reports for NEIEN submissions

NEIEN BMP Exchange  Trading Partner Agreement (CBPO & Jurisdictions) signed in 2004 and $390K grant.  Goal to exchange BMP Implementation data by Dec  Best Management Practices (BMPs) are provided by jurisdictions and used as inputs to the suite of Bay Models  Results in nonpoint source loadings for given scenario  Submission reports are published in BayTAS

NEIEN Flow Implementation  Created common exchange of BMP projects for agricultural, stormwater, and urban BMPs.  Leveraged the existing production BayTAS application  User management, admin functions, automated report publication for stakeholders.  Data from the exchange is consumed and processed for input into the Bay Model, using BayTAS/node functions, to determine load reductions and progress

NEIEN Flow Implementation  Schema verification  Software & database development  Data content inventory  Data conversion & standardization  Reporting

NEIEN Flow Implementation Coordinator documents conversion rules Rules are loaded directly into system NEIEN Data is supplied and rules are applied Feedback & Review reports available online Jurisdictions supply practice details Start

NEIEN Flow Implementation - Data Practice: Fencing Measures: Area Fenced Buffer Area Area Protected Length Fenced Stream Bank Length Average Buffer Width Practice Design Lifespan Cost Per Acre Other Practices: Access Control Stream Protection Stream Exclusion With Grazing Land Management CBPO Practice: Pasture Fencing Practice Design Lifespan Cost Per AcreX

NEIEN Flow Implementation – How it really works Rules identify  Unit type (& unit conversions)  Priority of use  Target practice in SB / WSM  Conversion factors (mathematical operators & constants)  Stored procedure associated with record  Scenario Builder input file type  Status & Comments

NEIEN Flow Implementation  State partners communicate requests to Admin & submit data  Admin updates system rules table & kicks off progress run  Data converted processed to Scenario Builder & validation reports for state partners

NEIEN Flow Implementation Live Reports – what is in the node database Validation against SB Requirements:  Summarized numbers  Status – reason why  Link to details, individual records for the summary row  Diagnostic information for Admin - SP associated with conversion rules.

NEIEN Flow Implementation – Benefits and Lessons Learned. Continuous Improvement

BayTAS Future Next Steps and Ongoing Efforts  Implementation of planning targets  2-year milestone load reductions  Programmatic milestones  BMP Implementation Verification Tracking  Trading and Offset Transactions  Permit Compliance Schedules  Schema Update and Maintenance

BayTAS Future Next Steps and Ongoing Efforts (Continued)  Waste Water Data Enhancement  Data acquisition/loading from state partners  Data QA/QC functionality  Data handling calculations for missing values  Range checks  Parent & Component species summations  Chain of Custody reporting for confirmation  Consolidated source for CBPO applications
