Destaques New concepts, such as on-line Dynamic Security Assessment (DSA) and Strategic Power Infrastructure Defense (SPID) system System Protection Schemes (SPS) at control centres – progress in communications technologies and computation techniques Special and Application-oriented Software Cooperation between Russian and foreign experts “pre-fault principle” or “behavior-assumption” type: assumed fault conditions and system discrimination criteria (X “behaviour- prediction” type based on data received after the ocurrence of the fault to minimize load shedding) High performance PCs to cope with possible failure of communication channels with central SPS?

Dúvidas How utilities consider the potential problem of communications failure for centralised SPS? Were higher costs experienced in comparison to distributed SPS? Can further reasons be given to prefer one or the other of the described types? Qual a ordem de tempos de atuação nos diferentes níveis?

Conclusões The Bureya SPS complex is the basis for evolution of the power system emergency stability control. It can become the place for establishing international collaboration on checking modern ways for emergency stability control. There are good opportunities for development and testing both local SPS complexes and WAMS/WACS technologies. These opportunities are conditioned by the openness of the SPS complex software and its high reliability level.

Respostas às questões do REP Question How important could the establishment of international cooperation be in the implementation of SPS or Wide Area Systems? In addition to the Russian Bureya example, are there other examples of cooperation, e.g. between different activities, in this area? What impact could such cooperation have in establishing new standards for emergency stability control? Resposta:

Respostas às questões do REP Question What other developments are foreseen or trends identified? Are there advantages in the evolution from local to centralized solutions with use of communications? Which protocols will more likely be the base for open architectures and TCP/IP compliant software solutions? Resposta:
