 Ben McGrane: Program Lead & Aviation  Kermadine Barton: Water Handling (Engines and Tenders, Mechanics w/Service Truck, Clerical Trailers, GIS Trailers, Mobile Laundry, Potable/Gray/Handwash Trailers  Leif Shjeflo: Heavy w/Water, Skidgines, Pumper Cats and Softtracks, Fallers, Refrigerated Trailers, Portable Toilet/Handwash Units  Juanita Johnson: Local IBPA Administrator

Incident Blanket Purchase Agreement (IBPA)  Noncompetitive Preseason (Local IBPA)  Competitive Preseason IBPA Emergency Equipment Rental Agreement (EERA) Incident Only

 Dozers and other Heavy Equipment  Vehicles with Drivers  Specialized Equipment (Pack Strings, Chippers, etc.)  All non-competitive IBPAs administered by FACT  Still “hosted” through local Dispatch

 Characteristics ◦ Dispatch Priority competed in VIPR ◦ National Template  Resources:  Water Handling  Heavy w/ Water  Mechanics  Fallers  Potable/Gray  Handwash  Clerical  GIS  Mobile Laundry Units  Refrigerated Trailers

 Hired after VIPR Agreements Exhausted  Incident Only ◦ Local AQM, Buying Teams, IMTs  Remember R6 IBPAs thru FACT only! ◦ Expire upon demob from incident.

 Water Handling  Heavy Equipment w/Water ◦ Skidgines, Pumper Cats, Soft-tracks  Refrigerated Trailers – National  Crew Carrier Buses – National  Strike Team Engines – R6 only (not VIPR)

Skidgines, Pumper Cats, & Softtracks  Type 1, 2, 3 & 4 Skidgines  Type 1, 2 & 3 Pumper Cats  Type 1 Softtracks * Need to specify type preference when placing order. If none, please let dispatch know.  Transport ◦ Included with Equipment (no separate E #)

 Equipment may not be unloaded immediately and the Contractor is responsible for all costs associated with the transport until the equipment is unloaded and the transport is released. The transport may be retained at the incident for the sole purpose of transporting the equipment that was originally ordered; the minimum daily guarantee will be paid until the transport is released.  Documentation must be provided when the transport is not released immediately; this must be documented on the shift ticket and in the Incident Action Plan. If there is no Incident Action Plan (i.e., smaller incidents) approval by the Incident Commander is acceptable. If the contractor elects to keep the transport at the incident location after it is released by the government, no payment will be made.  IF THE TRANSPORT IS RETAINED BY THE INCIDENT FOR TRANSPORTING OTHER EQUIPMENT, THE COMPANY OWNING THE TRANSPORT MUST HAVE AN EXISTING, OR AN AT-INCIDENT EERA, AND MUST BE ORDERED WITH A SEPARATE RESOURCE ORDER NUMBER. THE POINT OF HIRE WILL BE THE INCIDENT.

National Solicitation 2010  All regions agreements hosted by R6.  Solicitation closed 5/3, not yet awarded.  Changes Include: ◦ Clarified mileage payment c. Work Rate (Mileage) - Shall apply when equipment is under hire as ordered by the Government, and being mobilized/demobilized from an incident. Round-trip mileage for both mobilization/demobilization shall be paid if the equipment is delivered, and transport returns to the point of hire. This is customary practice for equipment such as toilets, tents, and trailers which usually remain stationary upon arrival at an incident.

 National Solicitation ◦ Hosted at NIFC ◦ Regional DPLs  Currently under Protest  Very likely R6 will be extending current bus agreements for 2010 fire season.

 VIPR agreements not awarded in 2009 or  Creating local “Source Lists” for 2010.

 Region 6 Fire Procurement Site:  VIPR Page:  Agreement Lookup (need Formatta):
