3 Microsoft’s agenda: be more open and trusted Open standards Open standards  Microsoft has always been a strong proponent and active contributor to open standards  E.g. Web (W3C) and interoperability (XML) standards  Government interoperability e.g. GovTalk Access to Microsoft Source code and sharing of IP Access to Microsoft Source code and sharing of IP  XML Office 2003 reference schemas  Government Security Program (GSP) allows access to MS source code  Royalty free University and Research program  Advanced technology sharing : e.g. Cleartype, Windows file system Open Application Sharing (OAS) Open Application Sharing (OAS)  The greatest gain is in reusing and sharing solutions/applications.  Promoting a community of government, partners, education & developers sharing best practices, IP and solutions  Microsoft provides a strong platform (operating system, applications and development tools) for open application building Microsoft © Distributed in confidence.

4 Microsoft is also a significant platform for open solutions… Looking at SourceForge: Looking at SourceForge: SourceForge.net is the world’s largest Open Source software development website, with the largest repository of Open Source code & applications available on the Internet. 9 Effectiveness of the OASC The OASC was originally established in partnership with Deventer. Same with Ireland LGCSB, UNESCO, etc. The OASC was originally established in partnership with Deventer. Same with Ireland LGCSB, UNESCO, etc.  We see the OASC as an asset within the hosting organisation, serving that organisation’s aims. Why do governments and organisations need an OASC? Why do governments and organisations need an OASC?  There are implicit issues with sharing applications amongst communities:  Lack of communication… and trust  The ‘not built here’ mind-set  A key benefit is simply connecting people online, creating discussion forums.  A broader aim is often to implement and share great solutions, even if they are BPR ideas or templates.  Wider distribution & utilisation of solutions is possible as they are promoted on the OASC ‘without borders’ Why the Microsoft OAS platform? Why the Microsoft OAS platform?  Training, skills and support available for Microsoft technologies  The OASC can sometimes provide a ‘more open’ environment  The OASC provides greater security mechanisms  Richer functionality in terms of communities and solutions
