Purpose of the L & S: To ensure that logistical responses to disaster events are coordinated in a timely and effective manner and to facilitate the movement of funds and resources for use by other clusters during such an event. The purpose of the N-DOC is to manage disaster events at the operations level through the NEOC and through direction and coordination of the N-DOC Clusters established under sections 85 and 90 of the N-DRM Plan The purpose of the NEOC is to manage and coordinate the national response to disaster warnings and disaster events at the operations level and collect, collate, analyse and provide quality and quantified information in a coordinated timely and effective manner for effective direction and coordination of the N-DOC and for use by other clusters during such an event. The Purpose of the Infrastructure Cluster : To ensure that critical infrastructures are established for responding to disaster events in a timely and effective manner by agencies which own, manage or operate infrastructures which is critical for livelihood following a disaster, this includes transport, water, wastewater, electricity, gas, communications and broadcasting, hence, provide critical infrastructural facilities for use by other clusters during such an event. The purpose of the Welfare & IDP Cluster is to ensure that people who are significantly affected by a disaster are supported for their wellbeing in safety and dignity for the period immediately following the disaster until such time as self-help measures are re-established. For those who have been displaced by the disaster (internally displaced persons – IDPs) the support provided to them should be in accordance with the rights outlined in the Guiding Principles on Internal Displacement and be provided until durable solutions to that displacement are implemented. See Annex 2 for the text of the Guiding Principles. The purpose of the Livelihood Cluster is to ensure that people significantly affected by a disaster are supported for re-establishing their state of self-help following a disaster. The re-establishing of self-help is targeted towards early recovery The purpose of the Public Services Cluster is to coordinate the response of public services sectors to a disaster with roles to assess, evaluate and support the needs of the member sectors in addressing the provision of immediate and on-going services to people affected by the disaster. The role is to also monitor the on-going effectiveness of the services being provided The purpose of the Response & Initial Assessment Cluster is to initiate/manage the immediate response to a disaster with roles to identify the extent and scope of impacts, carry out immediate humanitarian rescue and relief and arrange for supplies to the affected areas for distribution.

National Disaster Management Office Solomon Islands CNA Framework Assessment Framework In using the framework and by asking the following questions decision-makers will be able to interpret the framework better. How time-critical are the results of the assessment? The success of an assessment depends in part on the timeliness of its findings, so it is important to seek an appropriate balance between the quality of data, the level of detail and the timeliness of results.   How much information is necessary to support decisions and what type of information? Initial assessment mainly inform early strategic decisions and preliminary emergency funding allocations, while in later phases they inform programming and monitoring. How much human and financial resources can be allocated to the assessment? This consideration should take into account the balance of these resources with relief assistance.
