Legislative Pay Bill and Board Action SB 505 – mandates salary cut and furlough Board of Regents adopted provisions Procedures and Guidelines Manual, Chapter 3, Section 8 to comply with SB505

Senate Bill 505 Classified employees are subject to 2.5% pay reductions and six days of unpaid furlough, which equates to an additional 2.3% payroll deduction, pursuant to SB 505 and in accordance with Department of Personnel implementation regulations. NSHE cannot apply exemptions from the pay reductions, for any classified employees no matter what funding source they are paid from. Department of Personnel will be publishing revised salary schedules to reflect a 2.5% reduction. Retirement will only be paid based on the revised salary schedules.

Senate Bill 505 No more than 8 furlough hours per work week; By September 30 th each year, at least 12 hours of furlough leave must be taken; By December 31 st each year, at least 24 hours of furlough leave must be taken; By March 31 each year, at least 36 hours of furlough leave must be taken; and By June 30 each year, 48 hours of furlough leave must be taken.

Guidelines For Classified Furloughs Every Classified Employee Must Participate Full-Time Employees must use furlough in 4 or 8 Hour Increments Part-Time Employees must use furlough based on average hours worked in the previous six months

Guidelines For Classified Staff (Continued) Employees will request furlough leave use with supervisor approval Designation Period will be Every Six Months All furlough leave hours must be taken 1 st -15 th OR 16 th – 31 st (Must be Same Pay Period for Six-Months) Form Must Be Completed by July 8 and by January 1 of the Fiscal year and by July 1 and January 1 of the Fiscal year.

Guidelines For Classified Staff (Continued) Overtime/Standby Pay May Not occur In Same Work Week Can’t Use Sick or Annual Leave for Furlough Day Can’t Select Holiday as Furlough Day No Cash Value for Unpaid Furlough Leave Changes to Pre-Approved Schedule (Discretion of Management) Limited exceptions must be approved, in advance, by the Senior Vice President of Finance and Facilities in conjunction with the relevant Appointing Authority and the Special Assistant to the President/Director of Administrative Operations in the Division of Human Resources.

Guidelines For Classified Staff Earning Additional Compensation Compensation associated with classified employees teaching is considered additional pay (overtime). For purposes of complying with furlough regulations, classified employees cannot earn additional compensation during a work week when the employee is in an unpaid furlough leave without an exception granted by the Senior Vice President of Finance and Facilities in conjunction with the Vice President of Academic Affairs and the Special Assistant to the President/Director of Administrative Operations in the Division of Human Resources. An exception to teach is NOT necessary IF the classified employee will not be on an unpaid furlough leave during any calendar period in which they teach (e.g., a semester). This will necessitate such classified employees taking their unpaid furlough leave outside the required teaching schedule WHILE STILL ENSURING THAT THE MANDATORY QUARTERLY MINIMUMS FOR FURLOUGH ARE REACHED. (e.g., minimum of 12 hours per quarter in the fiscal year.)

Guidelines For New Classified Staff An employee who is initially appointed to state service after July 1, 2011, may only be required to take the number of hours or days of furlough leave that is required to be taken during the remainder of the fiscal year after his appointment. If such an employee is appointed on a day other than the first of a month, the employee shall be required to take the proportional amount of furlough required for the remainder of the quarter to begin in the succeeding month after employment.

Professional Employees Unpaid Leave – “A” Contract Faculty Six days of unpaid leave per year Non-instructional faculty may request to take unpaid leave at any time, with supervisory approval. Instructional faculty may request to take unpaid leave on any non-teaching day with supervisory approval. Pay is reduced additional 2.3% over the contract year on a monthly basis Retirement contributions are made by employee and employer on the 2.3% unpaid leave reduction. To request your scheduling of furlough leave you must complete the “Professional Leave Request Form” ( ). After the request is reviewed and approved by your Supervisor you will need to submit the “Leave Request Form” to Human Resources.

Professional Employees Unpaid Leave – “B” Contract Faculty 4 days of unpaid leave per year Unpaid leave may be taken on any non-teaching day, in half day increments, with supervisory approval Pay is reduced additional 2.3% over the contract year Retirement is paid on unpaid leave To request your scheduling of furlough leave you must complete the “Professional Leave Request Form” ( ). Scope of Dental Coverage Regardless of the medical plan chosen all employees participate in a self-funded PPO dental plan (Diversified Dental Services). Coverage is offered for preventive services (routine exams and up to 4 cleanings per year). In-network provider service is paid at 100%. Coverage is offered for basic services (full mouth x-rays, fillings, simple extractions, root canals). The plan pays for in-network service 75% (after deductible). Coverage is offered for major services (single crown, bridgework, dentures, tooth implants). The plan pays for in-network service 50% (after deductible).
