Stark County Recycling Stark County Government Goes Green with Expanded Recycling By Kelli Young Posted Sept 02, 07:00 AM County government workers produce enough trash in a year to fill the number of Dumpsters it would take to encircle the Stark County Courthouse. Stark County Commissioner Richard Regula hopes to change that through a new partnership with the Stark-Tuscarawas-Wayne Joint Solid Waste Management District, which handles the drop-off recycling efforts in most Stark County townships and provides grants to cities for their curbside programs. “I call it part of our wellness program,” said Regula, who as a commissioner sits on the solid waste district’s board of directors.

Kristin Zemis Resignation from Black McCuskey Budget Committee Recommendations Cancel the existing retainer agreement effective October 31, Contract with Kristin Zemis during the months of November and December 2013 at a rate of $125 an hour. RFP for 2014 legal services at the November 1, 2013 Board of Director’s meeting. Motion to terminate the legal agreement with Black McCuskey as of October 31, 2013 (and to authorize the Executive Director to send a letter of termination to Black McCuskey). Motion to authorize the Executive Director to contract with Kristin Zemis during the months of November and December 2013, depending on the need for legal services and to be paid on an hourly basis (at a rate of $125 an hour).
Disaster Debris Management Plan The District will consider funding for communities under the following criteria: State of emergency by the Governor of Ohio must be declared for the County in which the disaster debris funds are being requested awarded or as approved the Board of Directors; Must be a political subdivision in the District; Funding to be provided for yard waste debris only; Funding will only be provided for transportation, processing, disposal composting and contracted (non-payroll) labor related to yard waste disaster debris; 25% match funds (can be in-kind labor) will be given preferential consideration; Individual funding requests will be limited to up to $50,000 $20,000 with the annual county allocation set at $20,000 per county and the total annual budget amount set at $60,000; and Political subdivisions engaging in shared services will be given preferential consideration. Funding requests MUST be submitted to the District in writing at 9918 Wilkshire Boulevard NE Bolivar, Ohio or by at Please address all requests attention to Executive Director. For projects that already receive federal funding from FEMA or other Federal, State or Local agencies/entities, the District may reduce requested fund amounts as determined by the Board of Directors of the District. If outside funding is received by the community after receiving a grant funding from the District, the community will be required to reimburse the District. The District reserves the right to partially fund or deny any submitted application based on other requests and District budget restraints/availability. Because of the current economic conditions facing the District, an annual budgeted amount for this program is not being proposed. If a request for funding is submitted to the District under this program, the Board will consider the request and if a determination is made to provide funding, the dollars will come from either the General Plan Implementation line item or from the excess fund balance. Appropriation Amendment for Storm Cleanup Motion to transfer $60,000 into line item STW-38 Disaster Debris Management from the following line items: $17,000 from Admin-4 Consulting Engineer, $10,000 from Admin-6 Solid Waste Plan, $23,000 from STW-29 Education & Awareness Non-Payroll Expenses and $10,000 from STW-42 General Plan Implementation. Countywide RDF Request to Amend Stipulation and Settlement Agreement Republic Services asked to amend the Stipulation and Settlement Agreement for Countywide Recycling & Disposal Facility. Countywide RDF collected on average 1,705 tons daily but could accept up to 7,800 tons daily. Countywide RDF has 75 years of life left, but if they accept the maximum daily limit of 7,800 tons daily there would be only 15 years of landfill life left.
American Landfill – Citizen Advisory Committee Appointments 1)Members must meet semi-annually (at a minimum) for 10 years (5-year extension). 2)The committee will undertake the following activities: Review of the current site activities and site tour, if requested by a majority of the members. Review all Regulatory Agency Reports or inspections and general topics of interest regarding ALI landfill operations. Review District activities or reports on ALI topics of interest, to include a review and discussion of the well monitoring activities and leachate collection activities on the landfill site. Establish and create an agenda for the next meeting.

Stark & Wayne County Acceptance/Purchase of Raw Recycling Materials for 2014 Motion to contract with Alliance Recycling/S. Slesnick Company to accept Stark and Wayne County co-mingled paper products (with 65% of the #8 Midwest High Side Market or a guaranteed floor price of $50.00 per ton paid to the District) and to contract with Kimble Transfer & Recycling to accept Stark and Wayne County co-mingled recyclables (including: glass, #1 through #7 plastics, aluminum and steel cans) for a $15.00 per ton flat fee paid to the District.
