About Wake County Solid Waste  Division of the Environmental Services Department  Provide disposal and recycling facilities management, litter and illegal dumping enforcement, landfill post closure management, outreach and education programs, etc.  Public enterprise programs supported by landfill tipping fees, a $20 annual household fee, grants and revenue generated from recyclables

About Wake County Solid Waste  Manage17 active waste facilities: 11 Convenience Centers for residential recycling and disposal 2 Household Hazardous Waste drop-off locations for residential disposal 2 Multi-Material Recycling Facilities for residential and commercial recycling 2 municipal solid waste disposal facilities; South Wake Landfill and East Wake Transfer Station  Manage multiple closed landfill facilities

North Wake Landfill  260 acre parcel in north Raleigh off Durant Road  Includes 3 distinct permitted landfills (all now closed):  Unlined MSW landfill  C&D landfill  Lined MSW landfill  Post Closure Landfill Use Master Plan commissioned in 2005 prior to closure of lined MSW landfill in 2008  Extensive outreach effort to surrounding community

North Wake Landfill  Master Plan comprised of 3 categories as follows:  Park related improvements (closed landfills)  School and Community Center (borrow site)  County facilities  Master Plan looked at national examples in Massachusetts, New Hampshire, California, New York, Florida and Virginia

NWLF – Park Improvements  Efforts focused on lined MSW and C&D facilities  Improvements include a playground structure, picnic area, bathrooms, trails and an open play area  Includes a “Top of the Hill” trail  Park facilities jointly managed by the County Parks Division and Solid Waste – see website below for more information: 

NWLF – School & Community Center  Property sold to WCPSS and COR for development  Elementary School  Community Center  Ball Fields

NWLF – Solid Waste Facilities  Planned improvements to CC (done), MMRF and HHW facility (in design)

South Wake Landfill  831acre tract of land located between Apex and Holly Springs on NC 55 Bypass  Includes multiple closed MSW and C&D landfills along with recently (2008) opened South Wake Landfill (MSW) – 25 + year remaining capacity  Unlike NWLF, County decided to pursue Land Use Master Plan well in advance of closure of the landfill  Master Plan conducted over a 2 year period and the Outreach included staff from Apex and Holly Springs, adjacent property owners and the community at large

South Wake Landfill  Master Plan divided into Districts  Districts have pre-closure opportunities (closure refers to when the SWLF closes). Opportunities include recreation, energy applications, County development and/or sale for private development.  Districts with limited or no pre-closure opportunities have post-closure concepts listed such as recreation or energy applications.  In most cases, there are prerequisites to these opportunities such as access roads or old landfill mining.

South Wake Landfill  Master Plan has already provided guidance for a couple of projects:  Sale of some excess borrow property to Holly Springs for various recreational uses, including a Coastal Plain League baseball team  Numerous inquiries regarding available land – able to provide potential developer with good information  Redevelopment of current CC, MMRF and HHW sites – design this FY with construction in 2015/16
