Treatment of Asbestos Waste Hyogo Prefectural Government Agricultural & Environmental Affairs Department Environmental Management Bureau Environmental Improvement Division Promoting Proper Treatment of Wastes Group

Classification of Asbestos Waste Asbestos Waste Non-industrial waste containing asbestos Industrial waste containing asbestos Non-waste asbestos Waste asbestos etc. Non-scattering Asbestos Scattering Asbestos Any industrial waste containing more than 0.1 percent asbestos in weight generated in the course of newly construction, renovation or demolition of structure Waste generated from removing spraying asbestos and heat retaining material, insulating material, and fireproof coating material which has the risk of scattering particles 1

Waste asbestos (scattering type) Treatment standard of waste asbestos Treatment standard of industrial waste containing asbestos 1. Melting facility 1,500˚C 2. Detoxification treatment facility (accredited by Minister) Stock amount several hundred thousand tons 45 thousand tons/ year generated in thousand tons/ year generated in 2008 Stock amount 40 million tons 1 million tons / year or more generated A least controlled type disposal site Safety controlling type disposal site Industrial waste containing asbestos (non-scattering type & containing over 0.1% asbestos in weight) Flow chart of treatment 2

Carrying out & transfer 1. Waste asbestos etc. 1) After making them adequately wet, pack them in containers or double bags to prevent scattering 2) Indicate the contents on the containers or the bags 2. Industrial waste containing asbestos 1) Covering with sheets & bagging 2) Load them orderly so as not to deform or fractured 3. Transfer Be sure not to mix with other wastes 3

4 Sample bag for packing Sample container with lid Sample bag for packing

Landfill disposal 1 Landfill at a certain place and indicate the designation 2 After applying proper treatment like solidification, stabilizing with chemicals and anything similar, double pack with water- proof material and dispose at safety controlling type disposal site 3 At the end of the work completion of the day, cover the upper part of landfill portion with soil 4 Keep the record of landfill for years 5

Storage at plants 1. Waste asbestos etc. 1) After making them adequately wet, pack them in containers or double bags to prevent scattering 2) Indicate the contents on the container or the bag 2. Industrial waste containing asbestos 1) Covering with sheets & bagging 2) Load them orderly so as not to deform or fractured 3) It is desirable to indicate the contents on the covering or the bag 7
