Vision O FFICE OF M INORITY B USINESS D EPARTMENT (OMBD) Vision Ensuring everyone has the opportunity to compete and participate is an integral component of the City’s economic and community development strategy. Creating a strong and vibrant minority business community is essential and requires long term and sustainable change.

What is MBE O FFICE OF M INORITY B USINESS D EPARTMENT (OMBD) What is a Minority Business Enterprise? (MBE) Minority business enterprise means a business, at least 51 percent of which is owned and controlled or 51 percent minority-owned and operated by minority group members or, for a stock corporation, at least 51 percent of the stock which is owned and controlled by minority group members. Minority group members means citizens of the United States who are Blacks, Hispanics, Asians, Indians, Eskimos or Aleuts.

What is ESB O FFICE OF M INORITY B USINESS D EPARTMENT (OMBD) What is a Emerging Small Business? (ESB) Be certified by the Office of Minority Business Development for a period of seven (7) years or less. Have annual gross receipts for each of its three (3) fiscal years preceding application for certification of ● $500,000 or less if engaged in the construction business, or ● $250,000 or less if engaged in a non-construction business. Have fewer than ten (10) employees. Must not be a subsidiary of another business and must not belong to a group of businesses owned and controlled by the same individuals. Have the principal place of business located within one of the City of Richmond's Enterprise Zones.City of Richmond's Enterprise Zones. You must have a current City business license. The business must pay personal property, real estate, and business taxes to the City of Richmond.

C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) ELIGIBILITY Business type – Small businesses; preferably those employing fewer than fifty (50) people. These businesses must be: headquartered in the City of Richmond, and have secured a contract or contracts from the government or an established private company contractors not headquartered here with City of Richmond contract(s) may be eligible when the contract(s) is the primary source of repayment. Eligible sectors – Although businesses in any sector will be eligible, considerable outreach will be made to local enterprises that have secured contracts for work in the City of Richmond in one of the following industries and sectors: Construction Transportation Technology Renewable energy/green build

C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) ELIGIBILITY Required experience – All applicants must have at least one year of experience and demonstrated success on at least two projects in a relevant field. Additional business requirements – All applicants must: have a specific contract that has been executed by the time of disbursement; be able to demonstrate cash flow generation capacity sufficient to service debt; provide evidence that they have been unable to secure bank financing in most cases; where practical, submit invoices to the general contractor requesting split payments, one to the borrower and one to the City, until the loan has been repaid in full (joint check);

C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) ELIGIBILITY Applicant must be a licensed contractor and headquartered and/or have business license in the City of Richmond. Applicant must have a 10% or more personal investment or equity position in the business. Applicant and or business owner must not have any unpaid taxes/tax liens and must be current with the filing of personal tax returns and all withholding and other applicable taxes. Applicant must not have experienced personal or business bankruptcy within the past twelve (12) months.

C ONTRACTOR A SSISTANCE L OAN P ROGRAM (CAP) TERMS AND CONDITIONS Maximum Loans: up to $100,000 Interest rates: 4% to 9%. Eligible Loan Purposes: Working capital, inventory & equipment financing, or other qualifying uses that will support contractors delivering services. Maturity: Up to 5 years with amortizations up to 25 years depending on purpose and collateral.
