What is the Perkins Grant?  The purpose of the Carl D. Perkins Act is to develop more fully the academic and career and technical skills of secondary ed students and postsecondary students who elect to enroll in career and technical education programs

Spirit of the Perkins Act Leading CTE into the 21 st Century by: Embracing a global perspective Program improvement and advancement Ensuring modern, durable and rigorous CTE programs Closing academic and technical achievement gaps Promoting postsecondary education for all

The WI State Perkins Plan  SEC STATE PLAN. “(c) Plan Contents.—The State plan shall include information that—  ….(1) (A) the career and technical programs of study, which may be adopted by local educational agencies and postsecondary institutions to be offered as an option to students (and their parents as appropriate) when planning for and completing future coursework, for career and technical content areas that-- (i) incorporate secondary education and postsecondary education elements; (ii) include coherent and rigorous content aligned with challenging academic standards and relevant career and technical content in a coordinated, nonduplicative progression of courses that align secondary education with postsecondary education to adequately prepare students to succeed in postsecondary education; (iii) may include the opportunity for secondary education students to participate in dual or concurrent enrollment programs or other ways to acquire postsecondary education credits; and (iv) lead to an industry-recognized credential or certificate at the postsecondary level, or an associate or baccalaureate degree;”

Local Perkins Applications  SEC LOCAL PLAN FOR CAREER AND TECHNICAL EDUCATION PROGRAMS. “(b) Contents.—The eligible agency shall determine requirements for local plans, except that each local plan shall—  ….(3) (A) offer the appropriate courses of not less than 1 of the career and technical education programs of study described in section 122(c)(1)(A).”

The Local Status of Program of Study (POS) Implementation Model 5.To receive CPA 4 Formula Allocation funding for any career and technical education, career development, career and technical student organization (CTSO), or other activity, the applicant must identify at least one Program of Study that has been “verified” by stakeholders. All costs must be related to the selected Program (s) of Study

The Local Status of Program of Study (POS) Implementation Model The Program of Study (POS) Implementation Model is to be developed and funded through activities that develop all five elements needed for successful implementation over a 3-5 year period.

So in what ways does the State plan allow use of local Perkins funds?  integrate academics with CTE programs via a coherent sequence of courses  link CTE at secondary and post secondary level by offering relevant elements of not less than 1 CTE Program of Study  provide students with all aspects of an industry which may include work-based learning  develop, improve, expand the use of technology in CTE  provide professional development programs to teachers/faculty/counselors/administrators involved in integrated CTE programs

and  develop and implement evaluations of CTE programs including assessment of how the needs of special populations are being met  initiate/improve/expand/modernize quality CTE programs including relevant technology  provide services and activities that are of sufficient size, scope, and quality  provide activities to prepare special populations enrolled in CTE program for high skill/high wage or high demand occupations.

Let’s talk about “Required” and “Permissible” Uses of Funds  Remember the five elements? Let’s talk about those, and the required and permissible uses of funds.  Page 2 of the handout “How Can I Use Perkins Funds?”  WI POS Implementation Component Guide  DRAFT : POS Implementation Component Guide and Evidence (developed by CESA LVEC’s, still in draft form)

So what’s the bottom line?  Professional Development  Career activities  Teacher materials, supplies, equipment  Student materials, supplies equipment are all fundable if they support the CTE courses in a Published and approved POS, and/or are used to support articulation agreements with the WTCS.

HOWEVER>>>>> Remember the “Supplement”, NOT “Supplant” provision in the grant!!!
