The mission of Adult Basic Education in Minnesota is to provide adults with educational opportunities to acquire and improve their literacy skills necessary to become self-sufficient and to participate effectively as productive workers, family members, and citizens. Adult Basic Education (ABE) 3

Minnesota needs more post-secondary credentialed workers to compete globally

Minnesota’s traditional educational pipeline needs to improve 12 SOURCE: Governor’s Workforce Development Council, 2014 The high school achievement gap leads to employment disparities. In fact, the Twin Cities metro is home to the country’s largest racial employment disparity:the country’s largest racial employment disparity From 2000 to 2010, minorities accounted for more than 80% of Minnesota’s population growth. more than 80% of Minnesota’s population growth As Minnesota continues to become increasingly diverse, the ill effects of the achievement gap grow greater. 1 in 4 students successfully navigates the traditional pathway to complete their education

Many adults need education and training to skill up and find a promising career 13 Tomorrow’s Workforce In twenty years, Minnesota’s labor force will be made up of largely the same individuals as now: SOURCE: Governor’s Workforce Development Council, 2014 Educational Attainment Among Minnesotans ages 25-64, nearly half lack a postsecondary degree.

Career & Postsecondary Education Plans Offer robust career and post-secondary education planning beginning no later than grade 9 Align Assessments Align assessment in secondary education to college and career readiness standards Expand College Credit Opportunities Expand opportunities for students who are college ready in high school to access early college credit venues Targeted Interventions If students are not on track to being college ready in high school, work with local districts on providing targeted remediation in high school or ABE to waive developmental in higher education Legislation calls for improving the secondary to postsecondary outcomes of all students 16

MDE and secondary: –11 th graders required to take nationally normed college entrance exam (ACT) –8 th and 10 th graders required to take college ready predictive test aligned to college entrance exam (EXPLORE and PLAN) –10 th graders not on track to reaching benchmarks required to take college placement diagnostic aligned with MnSCU –MnSCU adoption of ACT benchmarks MnSCU college placement test ABE alignment with college placement diagnostics Our Collective Work: Alignment of assessment

: Shared Learner Outcomes Committees in developmental education (English, Mathematics, Reading, English as a Second Language) –Determine competencies to college level in content –Transferability among our own colleges and universities in developmental education –Engage K-12 and ABE practitioners to inform targeted interventions Our Collective Work: Targeted interventions
