M100 M100 Overview Preparation & Testing

M100 Overview  The M100 is a computerized tabulator that optically reads then counts and totals specially designed paper ballots. It identifies and separates ballots that must be hand counted.  87 of the 100 counties in North Carolina have chosen M100 tabulators as part of their voting equipment.  All of the M100’s have been delivered  50% of the counties have received their M100 training.

PREPARATION MODE Setting up the M100 for election prep and testing is easy. To set up, you will need the M100, PCMCIA card, paper roll, ballots, BIC medium point black pens, power cord, and ballot box.

Question Q: What is a PCMCIA card? Why do I need one? A: It is the portable storage device that holds your election definition. At the end of election day it will also hold your vote totals. (Personal Computer Memory Card International Association - PCMCIA)

Check Ballot Box  Open all doors of ballot box  Verify all sections are empty  Don’t forget to check the hinged door in the front.

Step 1: Installing PCMCIA Card Things to remember when installing the PCMCIA card:  Turn key to open/close polls  Insert until locks in place  The eject button will stick out when the card is installed.

Step 2 - Turn key to Open/Close mode.  Turn key to open/close polls  It takes about 2 minutes to load the election definition. Various messages will appear on the screen during the load process.

Step 3: Check Battery Status  Choose the Diagnostic menu  Check battery status to insure that it displays FULL  If not FULL charge for 12 hours

Step 4: Set Date & Time  Move to the Systems Settings to set the time and date  M100 uses 24 hour clock (military time). They have been programmed to change to daylight savings time.

Step 5 – Open Polls 1.Press the Previous key until the message “Election card inserted, Open Polls Now?” appears. 2.Press “YES” 3.When prompted, turn key switch to VOTE to open polls.

Prepare your ballots for test  Include over votes, under votes, blank ballots, write-ins, ballots where all the instructions have been followed.  Prepare an expected results spreadsheet.  Listen to your M100 as you feed the different types of ballots. - You will hear your diverter turn to drop write-ins into a “manual count bin”. - You will hear a beeping tone when you scan the over vote ballot. The voter must answer the question. “Over vote. Accept or Return?”

Step 6: Run test deck of ballots through M100

Step 7: Close Polls

Step 8 - Check reports  Verify test deck results

Step 9 – Remove PCMCIA Card Be sure to press the eject button to release the PCMCIA card.

Step 10 – Read PCMCIA cards  Read PCMCIA cards into Election Reporting Manager

Check ERM Report  Print election reports and confirm that the results match the M100 tape.

Step 11 – PCMCIA card  Re-insert PCMCIA card into scanner

Step 12 – Reopen polls to clear results  Re-open polls  Clear election day results

Step 13 Turn counter off

READY FOR ELECTION DAY  If this M100 passes all tests it is now ready for election day voting
