Survivor Inclusive Disability Action Planning in CAMBODIA Regional Workshop November 20-22, 2012 Vientiane, LAOS PDR

1. Disability Data Cambodia has a lack of reliable statistics on disability; The 2008 National Census indicated that there are 1.44% of the total population of 13.4 million with a serious disability; Landmine/ERW survivors approx. 40,000 people; High number of road accidents: per day in average 5 persons died and 40 persons injured.

5 A national plan of action was developed through participatory consultation and discussion under supervision of MoSVY and CMAA; Six components of disability/survivors assistance maintained; National Plan of Action (NPA-PwD) adopted in August 2009 and being extended until end of 2013; NDCC created with mandate to coordinate and monitor the implementation of NPA-PwD. 2. Collaboration & Coordination of Stakeholders 6 NDCC mechanism is key framework to promote the NPA-PwD implementation; This NDCC with other existing mechanism is viewed as helping to strengthen the victim assistance services, eg. DAC mechanism, Disability Fund; Assisting People with disabilities, including landmine/ERW survivors is not the unique responsibility of the MoSVY, but is also part of the overall obligations of other line ministries and stakeholders working in Cambodia.

4. Examples in implementing the NPA-PwD In policy: Cambodian Initiative for Disability Inclusion (CIDI developed from Landmine Survivors Assistance Fund) is helping to monitor progress against NPA implementation and suggesting funding by AusAID and other potential DPs. In Practice CMAA conducted a field assessment to identify landmine/ERW survivors’ access to health care, income generation and social welfare. 7

Lesson Learned Following the NPA-PwD review a few lessons learned were extracted: Institutional mechanism and working group’s term of reference is subject to review and analysis for more effective implementation of the plan. The experience of efforts to develop and implement the NPA- PwDs has served to build capacity within the disability sector such as information management, information sharing... The momentum must be maintained to ensure that progress continues to be made to address the rights and needs of persons with disabilities, including landmine/ERW survivors. 8

Challenges: The lack of a comprehensive and functional monitoring mechanism to track activities. It is likely that more progress has been made on some objectives but information was not made available during the review process Limited involvement of a wide range of government ministries, agencies, persons with disabilities, and international and national organizations. The RGC has mechanism to promote coordination, collaboration and progress in implementing national disability-related policies, to improve access to rights and quality services for persons with disabilities. The mechanisms remain to be strengthened esp. on information collection, storage, analysing and sharing. 5. Lesson Learned (continued)
