Key Items / Changes Final Rule: January 30, 2013* Revisions to NSPS IIII and JJJJ for consistency Applies to existing and new engines located at Area and Major Sources Effective date: April 1, 2013 Compliance dates (Area Sources existing): ◦ May 3, 2013 for stationary CI engines (diesel) **majority of sources in NC** ◦ October 19, 2013 for stationary SI engines (gasoline and natural gas) Significant changes: ◦ Emergency engines ◦ Non-emergency engines used for peak shaving *78 FR 6674

Engines – Emergency / Peak Shaving Emergency Engines (Major & Area Sources) ◦ Unlimited operation during emergencies ◦ Otherwise limited to 100 hrs/yr  Prevention of power outage  More than 5% change in voltage  Maintenance and testing Peak Shaving (Area Sources) ◦ Existing emergency engines ◦ 50 hrs/yr (part of 100 hrs) ◦ May 3, 2014 ◦ may be extended w/more strict guidelines – currently under consideration
