Overarching goal: To create a world-class educational experience for all of Missouri’s students

Teaching, Learning and Assessment  Provide a rigorous core curriculum  Integrate technology at all grade levels and across all subjects  Differentiate teaching methods and instructional time for every public school student in Missouri according to his or her needs and abilities.  Attract the most talented individuals to the teaching field

Early Learning and Student Success  Provide every family in Missouri with access to a voluntary, free, quality preschool program  Form partnerships with families to strengthen support systems for children  Establish a coordinated early learning system that aligns the efforts of all preschool learning opportunities

Climate, Culture and Organizational Efficacy  Make every school building in Missouri an inviting and safe place for every student, parent, staff and the larger community  Create an overall culture of high expectations through effective leadership  Encourage innovative programs and enable districts to share knowledge and best practices

Human and Organizational Capital  Attract and retain high-quality teachers in every Missouri school district by providing excellent salaries and benefits  Implement performance-based evaluations for teachers, principals and superintendent  Provide staff with excellent professional development opportunities

Physical Resources  Provide state support for school construction and renovation that will enable every Missouri student to be educated in a quality learning environment  Establish standards to accommodate technology in school facilities  Develop a strategic alliance with communities on the use of school facilities

Governance, Leadership and Accountability  Ensure that local, state and federal education policy be focused on providing the best education for students, not on partisan ideology  Develop an accountability system to drive and inform instructional practice, administrative leadership and governance decisions  Create an environment that actively supports innovation

Financial Resources  Provide an adequate and equitable school finance system that will place Missouri in the top ten in rankings of state support for school funding.  Develop research-based definitions of measures of adequate and equitable school funding  Evaluate the effectiveness of economic development tools that have an impact on school funding
