FTA Section 5310 Program Changes 1. Eligible Projects and Activities, 2. Eligible Recipients / Project Sponsors, 3. No Longer A Single Statewide Apportionment, 4. Revised Planning Requirements 5. MoDOT Sec Grant Administration

Eligible Projects & Activities So-Called “Traditional” Sec 5310 Projects (minimum 55% of funding to “traditional” projects) Beyond Minimum Requirements of the ADA (formerly funded in Sec 5317 New Freedom) Improved fixed route access that reduces dependence on ADA paratransit service Alternatives to public transit to enhance mobility for seniors & individuals with disabilities

FTA’s “Traditional” Projects “Public transportation projects planned, designed and carried out to meet the special needs of seniors and individuals with disabilities when public transportation is insufficient, inappropriate or unavailable.” FTA’s examples of projects that count toward the 55% “traditional” category set- aside follow:

FTA’s “Traditional” Projects a. Vehicles and related 5310 vehicle activities, i. Replacement or expansion vehicles, ii. Vehicle rehab or overhaul, iii. Preventative maintenance, iv. Radios and communication equipment, v. Wheelchair lifts, ramps & securement devices b. Passenger facilities related to 5310 vehicles, i. Passenger benches, ii. Passenger shelters, iii. Other passenger amenities,

FTA’s “Traditional” Projects c. Support equipment for 5310 funded vehicles i. Extended warranties not exceeding standard, ii. Computer hardware and software, iii. Transit-related ITS, iv. Dispatch systems, v. Fare collection systems d. Lease of equipment when purchase less effective e. Transportation services under contract or lease,

FTA’s “Traditional” Projects f. Support of mobility management & coordination, i. Promotion, enhancement & facilitation of access ii. Short-term activities to plan and implement coordination transportation services, iii. Support coordination policy bodies & councils, iv. Operation of transportation brokerages, v. Provision of coordinated services, including: 1. Employer-oriented TMA’s, 2. Travel navigator systems, 3. Neighborhood travel coordination activity

FTA’s “Traditional” Projects f. Mobility management & coordination (continued) vi. Develop & ops of one-stop call centers, vii. Operational planning for ITS technologies, g. Capital activity supporting ADA paratransit service, (as long as the service is provided by an eligible “traditional” recipient/sub-recipient and capital project included in the coordination plan)

Eligible Recipients ; Eligible Project Sponsors For “Traditional” 5310 Projects A private non-profit organization, A state or local governmental authority that: Is approved by a state to coordinate services for seniors and individuals with disabilities, OR Certifies that there are no non-profit organizations readily available in the area to provide the service.

Eligible Recipients ; Eligible Project Sponsors “Other” - Non-traditional Projects A state or local governmental authority, A private non-profit organization, An operator of public transportation, Private taxi companies providing shared-ride transportation

No Longer Statewide Amount (Administered by Area / Region) St. Louis metro area – MO and IL, Kansas City metro area – MO and KS, Springfield, MO metro area, Missouri Small Urbanized as a group, i.e.: Cape Girardeau, Columbia, Jefferson City, Joplin, Lee’s Summit, St. Joseph, Non-Urbanized / Rural Missouri

New / Revised Planning Requirements Project Identification in Public Transit – Human Service Transportation Coordination Plans, Title VI Civil Rights Nondiscrimination Plan, System Safety Plan (guidance pending), Asset Management Plan (guidance pending)
